It was not long after the attacks of September 11th that government officials began discussing other avenues that terrorists might use to attack American citizens, particularly in the maritime domain. In a speech delivered in January 2002, President George W. Bush noted, “The heart of the Maritime Domain Awareness program is accurate information, intelligence, surveillance, and reconnais- sance of all vessels, cargo, and people extending well beyond our traditional maritime boundaries.
