ANÃLISE DA APLICABILIDADE DAS LEGISLAÃÃES E POLÃTICAS PÃBLICAS REFERENTES Ã GESTÃO DE RESÃDUOS SÃLIDOS URBANOS NO MUNICÃPIO DE CIDADE OCIDENTAL, GOIÃS

Abstract

A gestão de Resíduos Sólidos Urbanos (RSU) na municipalidade deve estar em consonância com o estabelecido em âmbito federal e estadual e assegurar a manutenção da qualidade ambiental. Neste trabalho foi desenvolvido um estudo de caso no município de Cidade Ocidental â Goiás, que se destaca na gestão de RSU por possuir um sistema de destinação de resíduos consolidado, composto por um aterro sanitário licenciado e compartilhado com o município de Valparaíso de Goiás, coleta seletiva e central de triagem. Objetivou-se o levantamento da legislação ambiental e das políticas públicas referentes à gestão de RSU, avaliando a aplicabilidade e contribuição destes instrumentos para o atual cenário. A pesquisa documental foi realizada através de coleta de dados secundários e também levantamento de dados primários com entidades envolvidas na elaboração e aplicação das políticas públicas de RSU. Os resultados mostraram que existe uma ampla gama de leis e políticas públicas aplicáveis à gestão de RSU no município; entretanto, o destaque de Cidade Ocidental nas tecnologias existentes não pode ser atribuído às políticas municipais, pois estas não são elaboradas para atendimento da realidade em questão, tanto que o perfil institucional e a gestão municipal não acompanham o definido por lei. ANALYSIS ABOUT APPLICABILITY OF THE LAWS AND POLICIES REGARDING THE MANAGEMENT OF MUNICIPAL SOLID WASTE IN THE MUNICIPALITY OF CIDADE OCIDENTAL, GOIÃS ABSTRACT Management of Municipal Solid Waste (MSW) in the municipality should be in line with the provisions of the federal and state and ensure the maintenance of environmental quality. In this work a case study in the municipality of Cidade Ocidental - Goiás, which stands for MSW management by having a system of waste disposal consolidated composed of a landfill licensed and shared with the city of Valparaíso de Goiás, selective collecting and sorting central. The objective was to survey the environmental legislation and public policies on MSW management, assessing the applicability and contribution of these instruments for the current scenario. The desk research was conducted through secondary data collection as well as primary data collection of entities involved in the formulation and implementation of public policies for MSW. The results showed that there is a wide range of laws and policies applicable to the management of MSW in the city; However, the highlight of Cidade Ocidental in existing technologies can not be attributed to municipal policies , because they are not prepared to meet the reality in question both the institutional profile and municipal management do not follow what is defined by law.
