Создание ЦСУ и советской статистики

Abstract

This article coincides with the 100th anniversary of the foundation of the Central Statistical Board (CSB). It recreates the general outline of events related to the establishment of the Central Statistical Board of the RSFSR in July 1918. The authors demonstrate the impact of the current situation at that time on this decision, first and foremost, the unwillingness of the pre-revolutionary CSK to cooperate with the Soviet authorities. Discussions surrounding the establishmentof the CSВ and the organizing principles of the Soviet statistics are considered. The role of Zemstvo statisticians, who accepted the new government in the country after the events of October 1917, is shown. The problems that the CSB faced as a body that made upthe structure of Soviet power are indicated.В статье, приуроченной к 100-летию со дня основания ЦСУ, воссоздается основная канва событий, связанных с созданием в июле 1918 г. Центрального статистического управления (ЦСУ) РСФСР. Показано влияние сложившейся ситуации на принятие данного решения, прежде всего нежелания дореволюционного ЦСК сотрудничать с советской властью. Анализируются дискуссии вокруг создания ЦСУ и принципов организации советской статистики. Показана роль представителей земской статистики, принявших новую власть в стране после событий октября 1917 г. Обозначены проблемы, которые встали перед ЦСУ как органом, входящим в структуру советской власти
