This work discusses the role of science, technology and innovation in goods and services in support of a country’s security, defense and progress. I state the importance of the concept of military technology and the so-called Revolution of Military Affairs, defined as a great change in the nature of war, resulting from the use of new technologies combined with changes in doctrine and organizational procedures. After examining the restrictions to free trade and the commercialization of technologies, I concludethat the obvious solution is autonomousdevelopment and the sovereignuse of its results.Este trabalho discute o papel da ciência, tecnologia e inovação de bens e de serviços para a segurança, a defesa e o progresso de um país. Trato da importância do conceito de tecnologia militar e da chamada Revolução nos Assuntos Militares, definida como uma grande mudança na natureza da guerra, resultante de novas tecnologias combinadas com alterações na doutrina e nos procedimentos organizacionais. Após abordar as restrições ao livre fluxo e à comercialização de tecnologias, concluo que o caminho óbvio é o desenvolvimento próprio e o uso soberano de seus resultados
