ABSTRACT
The aim of this paper is to find elements that might explain a participation loss of Rio Grande do Sul’s industry in national industry from 1996 to 2007 through the use of Shift-Share Analysis to identify sectoral and regional factors that influenced its performance. Data analysis showed that the Sul-Rio-Grandense industry presented satisfactory performance in the first period. However, the subsequent periods showed a change in the so-called dynamic industries, most of which the Gaucha industry is not specialized. Also, the competitive advantages that industries presented in the first period were not sustained in the subsequent ones. These results might show a possible trend in progress on the near future, especially because the Brazilian economy has gone through some structural changes in the last decade. O objetivo deste estudo é buscar elementos que possam explicar a perda de participação da indústria do Rio Grande do Sul na indústria nacional, no período 1996-2007, aplicando a Análise Shift-Share como forma de identificar fatores setoriais e regionais que afetaram seu desempenho. A análise dos dados mostrou que a indústria sul-rio-grandense apresentou bom desempenho no primeiro período (1996-98). Os resultados dos demais períodos (1999-2001 e 2005-07) revelaram uma mudança nos segmentos industriais dinâmicos, sendo estes aqueles nos quais a indústria gaúcha não apresenta maior especialização, constituindo fator que prejudicou seu desempenho. Conjuntamente, as vantagens competitivas em alguns segmentos presentes no primeiro período foram perdidas nos períodos posteriores, o que talvez aponte uma tendência a se manter no futuro próximo, em função da mudança estrutural da economia brasileira.
