Досліджено підхід з оцінювання державної політики України у сфері вищої освіти з використанням даних міжнародного рейтингу університетів Webometrics. Продемонстровано важливість аналізу даних Webometrics під час оцінювання науково-дослідницької складової діяльності українських вищих навчальних закладів. Розроблено комплексний статистичний алгоритм оцінки рейтингу українських вищих навчальних закладів за даними Webometrics, що може бути використаний для оцінювання державної політики України у сфері вищої освіти. Установлено, що еластичним веб-індикатором, який має найбільш суттєвий вплив на місце вищого навчального закладу у світовому рейтингу, є показник «Перевага за якістю». Цей індикатор відображає кількість статей учених університету, що входять до 10% найбільш цитованих у 26 галузях науки за п’ятирічний період. Рекомендовано під час коригування цілей державної політики України у сфері вищої освіти та її реалізації забезпечити подальший розвиток низки сучасних позитивних тенденцій, які дозволять: стимулювати підвищення якості наукових праць українських учених, розвивати вітчизняні наукові видання з метою набуття ними статусу міжнародних, просувати їх на міжнародному ринку наукових видань, розширювати та підтримувати наукове співробітництво українських учених із зарубіжними колегами.The article describes methodological tools for evaluating the effectiveness of Ukraine’s public policy in the field of higher education based on the data analysis of the international university ranking Webometrics. Also the influence of individual factors on the generalized index of the world ranking of higher educational institutions of Ukraine as research centers is calculated. The relevance of this study is due to the practical need to carry out an objective evaluating of the public policy of Ukraine in the field of higher education and the need to expand the instrumental capacity for specialists who develop, implement and evaluate the state policy of Ukraine in this field.The authors developed a comprehensive statistical algorithm for evaluating ratings of Ukrainian higher education institutions according to Webometrics data, which consists of the following main stages: - analysis of the significance of the differences in the statistical data of Webometrics indicators over time (In the period under review: January 2016 - July 2016 - January 2017); - construction of a multiple regression model that describes for higher education institutions of Ukraine the dependence of effective variable «World rating» on factor characteristics and evaluating of its adequacy; - analysis of the influence of factor characteristics on the generalized index of the international rating of higher educational institutions of Ukraine; - calculation of elasticity coefficients of the constructed multiple regression model and analysis of their influence on the effective sign of the world ranking of higher educational institutions of Ukraine in the Internet space; - calculation of the forecast for the representation of Ukrainian higher educational establishments in the Internet space according to web indicators of Webometrics; - general representation of the rating of Ukrainian higher educational institutions according to Webometrics. Established that an elastic web-based indicator that has the most significant influence on a place of a higher education institution in the world ranking, is the «Еxcellence» indicator. It reflects the number of articles of university scientists, which are among 10% of the most cited in the 26 branches of science over the five-year period. As a result, the authors recommend using the developed methodology in order to obtain a substantiated quantitative evaluation and to illustrate a qualitative picture of the condition, trends and prospects of presenting higher education institutions in Ukraine as research centers in the Internet space. The results indicate the need to steer public policy in higher education to ensure further development in Ukraine a number of positive trends in modern education and research space, including: stimulating the improvement of the quality of scientific works of Ukrainian scientists, developing domestic scientific editions with the purpose of acquiring them the status of international, promoting them on the international market of scientific publications, expanding and supporting the scientific cooperation of Ukrainian scientists with foreign colleagues.Исследован подход по оцениванию государственной политики Украины в сфере высшего образования с использованием данных международного рейтинга университетов Webometrics. Продемонстрирована важность анализа данных Webometrics во время оценивания научно-исследовательской составляющей деятельности украинских высших учебных заведений. Разработан комплексный статистический алгоритм оценки рейтинга украинских высших учебных заведений по данным Webometrics, который может быть использован для оценивания государственной политики Украины в сфере высшего образования. Установлено, что эластическим веб-индикатором, который имеет наиболее существенное влияние на место высшего учебного заведения, есть показатель «Преимущество по качеству». Этот индикатор отражает количество статей ученых университета, которые входят в 10% наиболее цитированных в 26 отраслях науки за пятилетний период. Рекомендовано во время корректирования целей государственной политики Украины в сфере высшего образования и ее реализации обеспечить дальнейшее развитие ряда нынешних положительных тенденций, которые позволят: стимулировать повышение качества научных работ украинских ученых, развивать отечественные научные издания с целью приобретения ими статуса международных, продвигать их на международном рынке научных изданий, расширять и поддерживать научное сотрудничество украинских ученых с зарубежными коллегами
