The article analyzes the family policy model of Italian Lombardy as a paradigm of subsidiarity. Theoretical and empirical analyses of this model show its innovative value and relevance in preserving and strengthening the family institution as well as creating a pro-family culture. The important aspect of this policy is the key role played by the family in assessment of the needs, service provision, and promotion of sociality. As a result families are being provided with opportunities of educating themselves and are encouraged to be more creative and responsible.KEY WORDS: family policy, subsidiarity, communities of families, self-help, empowerment
