Pp. xx, 353.For both those who favor and those who oppose either the en-trance of the United States into the League of Nations or adherenceto the Permanent Court of International Justice, this little volume willform a ready reference book. As a text for the man who wouldbecome more familiar with the workings of the Court, it is probablyat fault in that its intricate and detailed considerations of the variousramifications of the problem, the history and development of theCourt, will prove confusing unless he is already a student of inter-national relations, or has rather closely followed the trend of eventsaffecting this subject since the war. However, the care with whichthe volume has been outlined, its statements of faults and virtues asbased on facts rather than theoretical flights, the fact that it is notopinionated, that its statements are both fair and concise, that its tersetopic sentences lead directly to the question under consideration, andthat there is no needless "Fletcherizing" of words, recommend thevolume in spite of the fact that its very thoroughness may prove itdifficult for the layman.The lawyer may well be thankful that out of the blunderings ofthe average treatises on the legal problems of the Permanent Court ofInternational Justice there has come at least one work which treatsthe ,matter from a legal viewpoint. The history of an Article isbriefly presented where it is material to an understanding of thatArticle. The footnote annotations have not burdened the book, buthave served to annotate. Paragraph chapter summaries have beenwritten from the standpoint of the United States setting forth theadvantages and disadvantages to the United States of the provisionsthere treated.Washington University Open ScholarshipBOOK REVIEWIn the Annexes to the volume are to be found a summary ofopinions and judgments of the Court, the text of the Statute of theCourt, the Rules of the Court, various proposals from this country,and a statement of the Court's jurisdiction.As has been noted, its faults to some will prove virtues to others,depending largely on the standpoint from which they read. A greater commercebetween nations, improved means of travel, the world war, a moreserious consideration of international problems and international lawmiht be mentioned as possible factors in this new interest. What-ever may be the cause, one very wholesome result seems to be thatthe study of Roman Law, and its offspring, the Civil Law, is regardedas increasingly important.Probably anticipating a need, Professor Buckland meets it morethan half way in the work under review. Many able members of theprofession. who have long regarded Roman Law as something old andfar away. should find this work to their liking. It is a lawyer's book;its classification will enable Anglo-American barristers to strike aninstant comparison and analogy with the problems with which they arepresently more familiar.Being all this, it is primarily intended, by the author's own pur-pose, as a text for the use of beginners. It is first of all a student'sbook. It sets forth the Roman Law of classical and later times with-out much of the detail and which the translations of Continentalworks are so often burdened. Professor Buckland has collected care-fully the important principles of his subject; he has no doubt pur-posely restricted certain parts of his work, even so far as to treatsummarily a number of important divisions of the law.
