State Capital, Room 447 Agriculture and food Sacramento processing. 3 LEGISLATIVE SUMMARY AB 61 (Cardoza): Establishes the Rural Development Export Act of 1999 to help rural communities to better reach international markets with their products and services. Chapter 598, Statutes of 1999. AB 180 (Havice): Requires the Trade and Commerce Agency to develop a statewide alliance of public-private trade development organizations to undertake specified tasks in the development of trade opportunities in the state. Chapter 565, Statutes of 1999. AB 1240 (Ashburn): Expresses legislative intent for specified state funding of certain international trade activities at the existing California Central Valley International Trade Center (CCVITC) in Tulare. Chapter 141, Statutes of 1999. AB 1616 (Havice): Require~ the Office of Economic Research in the Trade and Commerce Agency, to conduct an annual study of other state's tax and international trade strategies to attract and retain businesses and include the results of the study in an annual report from the agency secretary. Chapter 431, Statutes of 1999. AB 1617 (Havice): Requires the Trade and Commerce Agency to review and report on the effectiveness and coordination of the state's international trade programs. Chapter 242, Statutes of 1999. AJR 23 (Runner): Calls on the President and Congress of the United States to evaluate the losses in California's film-making and related businesses to other countries, primarily to Canada; and promote legislation that would persuade these businesses to remain in California. Chapter 91, Statutes of 1999. HR 8 (Robert Pacheco): Urges vigorous federal defense of California's decision to phase out the use of Methyl Tertiary Butyl Ether (MTBE) in a lawsuit brought against the United States under the North American Free Trade Agreement (NAFTA) by a Canadian producer of MTBE. It also calls for state monitoring of NAFTA and world Trade Organization issues of interest to California. Adopted, September 1, 1999 58 84 (Costa): Authorizes, for Fresno or Kern counties only, enterprise zones located in a city to be expanded into adjacent cities or into the unincorporated area of the county. Allows the expansion area of an enterprise zone to include a right-of-way in order to maintain a contiguous area with the existing enterprise zone. Chapter 137, Statutes of 1999. SCR 5 (Kelley): Seeks to establish a sister-state relationship between California and the State of Baja California, Mexico. Resolution Chapter 46, ~tatutes of 1999. SCR 8 (Costa): Seeks to establish a sister-state relationship between California and the State of Parana, Brazil. Resolution Chapter 92, Statutes of 1999. 4 SCR 26 (Costa): Request that the Legislature extend an invitation to the people of Inner Mongolian Autonomous Region of China to join with California in a friendship state relationship. Resolution Chapter 93, Statutes of 1999. SCR 41 (Murray): Seeks to establish a sister-state Relationship: Governorate of Cairo Egypt. Resolution Chapter 130, Statutes of 1999. 2 year bills AB 51 (Briggs): Authorizes a city and/ or county to apply for reconfiguration of the geographic bounda~ies of an existing enterprise zone within its jurisdiction, subject to certain conditions. Held in Senate Housing & Community Development. AB 175 ( Robert Pacheco): Overseas trade offices. Referred to Assembly Committee on International Trade and Development. AB 356 (Washington): Requires the Trade and Commerce Agency to rank cities applying for new enterprise zone designation and designate one city within Los Angeles County as new enterprise zone according to a specified criteria. Held in Senate Housing & Community Development. AB 580 (Firebaugh): Provides for specific one-time study and report by the California Trade and Commerce Agency on investment and trade opportunities between California and Mexico, to be submitted to the Legislature by June 30, 2000. Vetoed by the Governor. AB 965 (Robert Pacheco): Establishes a specific program and activities within the Trade and Commerce Agency to encourage the export of technologies and provides for specified tax credits to encourage exports. Referred to Assembly Committee on International Trade and Development. AB 1601 (Robert Pacheco): establishes the Office of California-Japan Affairs within the Trade and Commerce Agency. Held in Senate Appropriations. AB 1613 (Havice): Requires the Trade and Commerce Agency to designate an enterprise zone in the City of Hawaiian Gardens. Held in Senate Housing & Community Development. AB 1615 (Havice): Requires the Trade and Commerce Agency to convene a biennial international Trade and development panel and lead the preparation of a California International Trade and Development Strategic Plan. Held in Senate Appropriations. 5 AB 1619 {Havice): Seeks to state the recommendation of the legislature that the Governor instruct the director to establish an overseas trade office in an appropriate location in an unspecified location. Referred to Assembly Committee on International Trade and Development. AJR 29 {Maddox): This resolution urges the United States Senate to reject a proposed treaty between the United States and Vietnam, currently before the U.S. Senate for approval, until human rights are restored in Vietnam. Failed passage in Senate Rules Committee. 58 298 {Leslie): Appropriates $500,000 from the General Fund to the Trade and Commerce Agency to fund, contingent upon the state receiving a match of at least this amount from the private sector, California's participation in the "World's Fair Expo 2000 Hannover" in Germany. Held in Assembly Appropriations. 58 369 {Solis): Requires the governor to appoint a 20-person task force, with specified membership, to develop a five-year master plan by July 1, 2000 for increasing the export of California products and services to Asia. Held in Assembly Appropriations. 58 897 {Polanco): Requires the establishment of an overseas trade office in Buenos Aires. Makes certain changes in the membership, responsibilities, member and staff qualifications, as well as program requirements of the California State World Trade Commission. Held in Assembly Appropriations. 581272 (Ortiz): Expands the Northgate enterprise zone to include McClellan Air Force Base. Referred to Assembly Committee on International Trade and Development. SCR42 (Murray): Seeks to establish a sister-state Relationship :· Western Cape Province, South Africa. Referred to Assembly Committee on International Trade and Development. 6
