Methodological approach to the quantitative evaluation of the indicators of the capabilities of the parts of military anti air defense

Abstract

У статті запропоновано методичний підхід до кількісного оцінювання показників спроможностей з’єднань (частин) протиповітряної оборони, в основу якого покладено принципи теорії кваліметрії. Прове- дено аналіз існуючих підходів до оцінювання спроможностей, за результатами якого зроблено висновок про необхідність кількісного оцінювання показників спроможностей організаційної одиниці (елемента) або су- купності сил і засобів складу військ (сил). Сутність методичного підходу, що використовує принципи теорії кваліметрії, полягає у кількісному оцінюванні різнорідних властивостей складових спроможності на основі інтегрального показника оцінки спроможностей. Застосування основних принципів кваліметрії для компле- ксного оцінювання спроможностей частин протиповітряної оборони дозволяє зіставити властивості складових спроможності, які мають різні одиниці виміру, визначити рівень достатності наявних спромо- жностей для виконання визначених завдань. Результати досліджень можуть бути використані під час обґрунтування необхідного складу з’єднань (частин) протиповітряної оборони для виконання визначених завдань.В статье предложен методический подход к количественному оцениванию показателей возможностей соединений (частей) противовоздушной обороны, в основу которого положены принципы теории квалиметрии. Проведен анализ существующих подходов к оцениванию возможностей, по результатам которого сделан вывод о необходимости количественного оценивания показателей возможностей организационной единицы (элемента) или совокупности сил и средств состава войск (сил). Сущность методического подхода, который использует принципы теории квалиметрии, состоит в количественной оценке разнородных свойств составных возможностей на основе интегрального показателя оценки возможностей. Применение основных принципов квалиметрии для комплексной оценки возможностей соединений (частей) противовоздушной обороны позволяет сопоставить свойства составных возможностей, которые имеют разные единицы измерения, определить уровень достаточности имеющихся возможностей для выполнения определенных задач. Результаты исследований могут быть использованы во время обоснования необходимого состава соединений ( частей) противовоздушной обороны для выполнения определенных задач.The article proposes a methodical approach to the quantitative assessment of the parameters of the capabilities of anti air defense formations (units), based on the principles of the theory of qualimetry. The analysis of existing approaches to capacity assessment, according to the results of which concluded that they do not consider the possibility of providing specific numerical values of indicators of capabilities and their components that characterize the ability of the organizational unit (element) or the totality of forces and means of the troops (forces) to perform assigned tasks, this determines the need for a quantitative assessment of the indicators of the capacity of the organizational unit (element) or totality of forces and means. The essence of the proposed methodological approach, that uses the principles of the theory of qualimetry, consists in the quantitative assessment of the heterogeneous properties of the components of the capacity on the basis of the integral index, which represents a certain function of the ratio of computational (estimated) values of parameters of the components of capabilities that determine the quantitative indicators of the ability of the organizational unit (element) or totality of forces and means to perform specified tasks to the values of parameters of the requirements for the capabilities necessary for the execution of specified tasks (basic parameters). The application of the basic principles of qualimetry for the complex assessment of the capabilities of anti air defense formations (units) allows to compare the properties of the components of the capabilities that have different units of measure, to determine the level of sufficiency of the available capabilities to perform the specified tasks. The results of the research can be used to substantiate the required composition of the anti air defense formations (units) for the accomplishment of the specified tasks
