The Northwest Minnesota planning area economy is expected to grow at a slower pace than normal over the next several months according to the predictions of the St. Cloud State University (SCSU) Northwest Minnesota Index of Leading Economic Indicators (LEI). Three of the five components of the leading index were lower in the second quarter, causing the LEI to decrease by 3.66 points. A declining Rural Mainstreet Index (which signals a more challenging macroeconomic environment for rural America), a smaller number of residential building permits in Fargo/Moorhead and Grand Forks/East Grand Forks, and lower new filings for incorporation and LLC helped drive the index lower. Improved consumer sentiment was the only index component that helped lift the index. A fifth LEI component (initial jobless claims) was largely neutral.
There were 1,088 new business filings with the Office of the Minnesota Secretary of State in Northwest Minnesota in the second quarter of 2016 — representing a 3.6 percent decrease from one year ago. 119 new regional business incorporations were recorded in the most recent quarter, which was basically unchanged from the same quarter in 2015. In the second quarter, new LLC filings in Northwest Minnesota were down 6.4 percent from one year earlier—falling to 575. New assumed names totaled 346 in the second quarter—0.9 percent more filings than the same period in 2015. There were 48 new filings for Northwest Minnesota non-profits in the second quarter—six fewer filings than one year ago.
Employment of Northwest Minnesota residents declined by 0.6 percent over the year ending June 2016. The regional unemployment rate was 4.5 percent in June, which was higher than the 4.3 percent rate observed one year ago. The Northwest Minnesota labor force contracted over the past twelve months (there are now 1,260 fewer people in the regional labor force than there was one year ago). Initial claims for unemployment insurance in June were essentially unchanged from June 2015. The average weekly wage rose to $767 in Northwest Minnesota in the fourth quarter of 2015. This is the lowest average weekly wage of Minnesota’s six planning areas. The region’s total bankruptcies have begun to level out at an historically low level.
The Fargo/Moorhead Metropolitan Statistical Area (MSA) experienced a mixed economic performance over the past quarter. This MSA tallied gains in overall employment and in mining, logging and construction employment (but decreased manufacturing employment), lower initial jobless claims, and a rise in the regional workforce. This was offset by reduced valuation of residential building permits, a lower average workweek, weaker average hourly earnings, an increased unemployment rate, and a jump in the relative cost of living. Economic activity in the Grand Forks/East Grand Forks MSA was similarly mixed in the second quarter. Higher overall employment (as well as in two key sectors), a rising labor force, higher average hourly earnings, a longer workweek, and an increase in the value of residential building permits all contributed favorably to the overall economy. Northwest Minnesota Economic and Business Conditions Report - Second Quarter 2016

Northwest Minnesota business conditions are expected to improve over the next several months according to the predictions of the St. Cloud State University (SCSU) Northwest Minnesota Index of Leading Economic Indicators (LEI). While the macroeconomic environment for rural America seems to have weakened in the third quarter, improvements in consumer sentiment, a rise in new incorporations and limited liability companies (LLCs), and reduced initial jobless claims have strengthened the LEI in recent months. The SCSU Northwest Minnesota Index of Leading Economic Indicators increased 1.46 points in the third quarter and it now stands 2.5 percent above its level one year ago.
There were 894 new business filings with the Office of the Minnesota Secretary of State in Northwest Minnesota in the third quarter of 2014—representing no change from one year ago. There were 100 new regional business incorporations in the third quarter, a 19 percent increase over year ago levels. Over the past 12 months, new LLC filings were up 0.4 percent—increasing to 447 in the third quarter of 2014. New assumed names totaled 295 in this year’s third quarter—a reduction of 9.2 percent from the third quarter of 2014. There were 52 new filings for non-profits in the third quarter—30 percent more filings than one year ago.
Employment of Northwest Minnesota residents increased by 0.8 percent over the year ending September 2014. The regional unemployment rate was 3.6 percent in September, an improvement on its 4.4 percent reading one year ago. Initial claims for unemployment insurance in October were 746 lower (a decrease of 31.5 percent) than in October 2013, and job vacancies per 100 unemployed jumped to 71.69 from a level of 44.72 in the prior six months. The regional labor force was essentially unchanged from year earlier levels. Annual bankruptcies totaled 914 in the second quarter of 2014—a 15.4 percent reduction from one year earlier.
The Fargo-Moorhead Metropolitan Statistical Area (MSA) experienced mixed growth over the past quarter. This MSA tallied strong gains in overall employment (and a strong rise in mining, logging and construction employment) and average hourly earnings along with a reduced unemployment rate. Average hours worked, valuation of residential building permits, and initial jobless claims were weaker in the Fargo-Moorhead area this quarter. By contrast, economic performance in the Grand Forks-East Grand Forks MSA was very strong with an increase in overall employment (bolstered by a rise in mining, logging and construction employment), higher average hourly earnings, higher values of residential building permits, a lower unemployment rate and fewer jobless claims

Northwest Minnesota Economic and Business Conditions Report - Third Quarter 2014

Northwest Minnesota business conditions are expected to improve over the next several months according to the predictions of the St. Cloud State University (SCSU) Northwest Minnesota Index of Leading Economic Indicators (LEI). A stronger macroeconomic environment for rural America and rising consumer sentiment have contributed to a 2.06 point increase in the LEI. After two consecutive quarters of decline in the LEI, the Northwest Minnesota economy seems likely to grow more rapidly over the next several months. However, this part of the state is particularly vulnerable to weakness in the agriculture and energy sectors of the economy, so outside factors could still adversely affect economic performance in this planning area. Lower initial jobless claims earlier in the year and a rise in new incorporations and limited liability companies (LLCs) also helped drive this quarter’s LEI into positive territory. The one area of weakness in the index was a fall in residential building permits in the two key metropolitan areas of Northwest Minnesota.
There were 1,129 new business filings with the Office of the Minnesota Secretary of State in Northwest Minnesota in the second quarter of 2015 — representing a 3.7 percent increase from one year ago. 118 new regional business incorporations were recorded in the most recent quarter, a 4.8 percent reduction from the same quarter last year. In the second quarter, new LLC filings in Northwest Minnesota were up 13.9 percent—increasing to 614. New assumed names totaled 343 in this year’s second quarter—a reduction of 10.9 percent from the same period in 2014. There were 54 new filings for Northwest Minnesota non-profits in the second quarter—31.7 percent more filings than one year ago.
Employment of Northwest Minnesota residents increased by 3.2 percent over the year ending June 2015. The regional unemployment rate was 4.4 percent in June, unchanged from one year ago. Initial claims for unemployment insurance in June were 176 lower (a decrease of 11.6 percent) than in June 2014 and average weekly wages rose 5.2 percent to $734 in the most recent reporting period. The regional labor force expanded by 9,450 (a 3.1 percent increase) from one year earlier.
