J The Committee on Foreign Affair. , having had under con. ideration a number of bill ref rred to it for th improvement of the code of law governing the conduct of th United tate coui-t for China, re pectfully recommends to the Hou e the adoption of the accompany-ing bill (H. R. 21922). Thi bill amend in rtain particular::s the act creating the United tate court for 1hina, the amendment being in the intere t of better admini tration and ar beli ved to be nece ary to extend and supple-ment the juri. diction of the court a d fined in the original act. It make applicable, o far a ma be within the juri diction of the court, the law of the tate of California, define the juri diction of the court in ca e of bankruptcy and xtradition, provide a e ors to it with the judg , tran,_fer the exi ting juri diction of the American on ul-gen ral at hanghai to the court, d fine domicile, and make certain admini trati e change in the law of real property and probate. The creative act i a follow : [PUBLIC- o. 403.] An Act Creating a United tat court for China and pr cribing the jurisdiction thereof. Be it enacted by the Senate and House of Representatives of the United &ates of America in Congress assembled, That a court i hereby tablished, to be called the United States court for China, whi h hall have exclu ive jurisdiction in all cases and judicial proceedings wher of juri diction may now be ex rci ed by United tates consuls and ministers by Jaw and by virtue of tr a.tie between the United States and China, exc pt in o far as the aid jurisdiction is qualified by section two of the act. The said court hall hold es ions at hanghai, China, and shall also hold sessions at the citie of Canton, Tientsin, and Hankau at stated periods, the dates of such se ions at each city to be announced in such manner a the court shall direct, and a ion of the cou~t shall be held in each of these citi s at least once annually.
