The Council of The Regional l\1unicipality of Ottawa- Debenture by-law to be Carleton, when required bv by-law or resolution of the pass_ed by council of The Corporation ;f the City of Vanier, shall pass~~~fc~~~Jity b I . l b . . l I f l 0 . ofOttawa-y- aws, wit 1011t o tmmng t 1e approva o t 1e ntanocarleton :Municipal Board and without the recital of Municipal Board approval therein, to borrow the sum of S 165,000, upon deben-tures made payable in not more than ten years, to defray the cost of the purchase of that certain parcel or tract of land and premises situate, lying ancl being in the City of Vanier, in The Regional Municipality of Ottawa-Carleton, being com-posed of Jots 26, 27, 28, 29 and 30 as shown on a plan of subdivision filecl in the Registry Division of Carleton as Kumber 75, which parcel or tract of land and premises have been purchased by The Corporation of the City of Vanier for municipal purposes, and the by-laws when duly passed shall be legal, valid and binding upon The Regional l\funici-pality of Ottawa-Carleton and the debt or debts thereby created and all debentures issued under such by-law or by-laws shall be direct, joint antl ,,everal obligation;; of The Regional '.\fonicipality of Ottawa-Carleton ancl the sixteen area municipalities constituting The R<'gional Ivlunicipality of Ottawa-Carleton and shall be repaid by kvics against the City of Vanier. 2.
