Abstract

Resumo As crises econômica e de credibilidade de partidos e políticos a partir dos anos 1980 na Venezuela contribuíram para que Hugo Chávez, um militar recém-ingresso na política, chegasse ao poder em 1998. Com a vitória dele, a polarização social aguçada pela crise econômica nas décadas de 1980 e 90 se converteu em polarização política, que se agravaria depois com o decisionismo do presidente e a retórica de confrontação dos dois lados, culminando na instabilidade do regime democrático. Foi então que um mecanismo institucional ”“ a possibilidade de convocar um referendo sobre o mandato presidencial ”“ contribuiu para diminuir as turbulências. With his victory, the social polarization sharpened by the economic crisis in the decades of 1980 and 90 converted into political polarization, that would aggravate later with the accumulation of decisions of the president and the rhetoric of confrontation of the two sides, culminating in the instability of the democratic system.
