To engage in research and inquiry which willenlarge the body of knowledge pertinent to theachievement of the above objectives."In an effort to clarify the above statement andprovide some insight into the operation of theMSU program, it is worthy to note that changeswithin the School have been guided and motivatedby the following concepts:1. It is felt that academic instruction in theprofessional police courses should be provided bypeople who have a satisfactory academic back-ground in addition to practical law enforcementexperience. This is necessary, if the student is tobe provided with accurate information about theadministration of justice; however, this teachingshould not be obscured with personal prejudices.It is important that the pre-service student beexposed to factual information, yet be affordedan opportunity to view current practices with acritical and inquiring mind, uncomfortable as thismay be for the entrenched police administrator.In addition to the professional police courses, thestudent must pursue related courses in other aca-demic disciplines which provide him with a well-rounded educational background.2. The MSU School of Police Administrationand Public Safety has always felt that universitytraining in the law enforcement field must strike ahappy medium between true higher education andvocational training. Thus, it is believed that the offcampus Field Service Training Program, which isin reality a type of internship, is a solution to thenecessity for acquainting the student with thetools of his chosen profession, in addition to pro-viding a frame of reference for theoretical informa-tion gathered in the classroom.In this latter respect, Michigan State has beenparticularly fortunate in continuing to enjoy thefruits of a well-integrated field program establishedby the Michigan State Police in 1935. As thenumber of students has grown, certain revisionshave been made and new training agencies havebeen added; however, the basic concept of thefield service program has never been lost.A brief review of statistical records reveals thatthe first class of three Police Administration stu-dents was graduated in 1938. Enrollment has in-creased steadily, and the 1956-57 school year lists386 students enrolled in the six areas of study, LawEnforcement Administration, Police Science, High-way Traffic Administration, Correctional Adminis-tration, Industrial Security Administration, andthe Prevention and Control of Delinquency andCrime. A total of 579 students have graduatedbetween the years 1938 and June, 1957.A common objective to police administrationprograms at the university level has been that theyare either too highly specialized or fragmented tosuch an extent that the quality of individual pro-grams is open to criticism. The MSU program hasundergone a change which at times appeared to bein conflict with its own basic philosophy, yet, seemsjustifiable in the light of present conditions.The course of study identified as Law Enforce-ment Administration is the oldest of the six areasof study and comprised the entire police adminis-tration curriculum until 1947. This field of specialinterest prepares young men for careers in law en-forcement work at the municipal, county, state,and federal level. It has always attracted thegreatest number of students and is generally con-sidered to be the nucleus of the School of PoliceAdministration and Public Safety.The Police Science program was established in1947 and is designed to prepare students forcareers in criminalistics. Enrollment in this fieldhas always been limited, in keeping with thedemand for graduates having this special training.The Prevention and Control of Delinquency andCrime curriculum was established in 1948 and pro-vided the first opportunity for women students toenroll in the School of Police Administration andPublic Safety. This program attracts a substantialnumber of students and is becoming increasinglyimportant with each passing year.The Highway Traffic Administration course ofstudy was developed in 1952. In this program thestudents pursue a course of study oriented towardthe needs and demands of traffic control, safetycouncil work, and law enforcement as it applies totraffic administration.The Correctional Administration program, orig-inally associated with the Crime Prevention curric-ulum, was recently established as a separate courseof study because of the large number of studentswho have found employment with state correctionsinstitutions and probation and parole divisions.Of the six areas of study currently offered, thisdivision has expanded most rapidly and offersgreat promise for future development.The Industrial Security Administration curric-1958]
