児童虐待件数が増加し、減少への歯止めがかからない。児童相談所や警察といった公的機関や地域関係者はネットワーク体制が取られるようになってきた。しかしそれは虐待事例が生じてからのことが多く、未然防止というところまでは至っていないのが現状である。ここで取り上げた事例でも、新生児を捨てた若い母親が、家族には妊娠を疑われながらも、家族から叱責されたくないため自分の判断で、誰にも相談できずに新生児を休耕田に置き去ることになった。たまたま地元の通りかかった人に発見され病院に搬送された。子どもは順調に回復し病院から施設に移った。子を捨てた母は刑罰の判断を受けることになった。母が適切に子育てできるかどうか、またどのような刑罰がふさわしいのか、若い母にとって家族を含む支援はどのようにされるのか、司法関係者はその刑罰を科することだけでなく、子どもと母親の将来を見据えた判断が求められた。The number of child abuses is increased, not to apply the brakes to decrease.
