This paper is a proposal of "welfare telephone systems and their service features" that derived from the stand point of these features are should be classified in the category of universal services. Points of this paper are as follows, first, different from the study so far, these features are considered against aged persons only who has almost normal or a little less abilities, and second, premising that all these features are carried out totally from the switching system located in the central office, and finally, it is emphasized that these service features are final remaining big business in the residential telephone markets
