BATH-BRUNSWICK LABOR MARKET AREA A traditional seasonal reduction in both resident employment and unemployment at the close of the summer tourist season resulted in a drop in the Bath-Brunswick Labor Market Area's unemployment rate. The rate fe 11 from 3 .8 percent in August to 3 .4 percent in September. Resident employment declined from 24,150 to 22,960, with layoffs in shipbuilding; retail trade; and hotels, motels, and other 1 odgi ng pl aces. Unemployment decreased from 950 in August to 810 in September, largely due to unemployed students leaving the labor force . Last year 1,260 local residents were out of work, and the unemployment rate was 5.1 percent. BIDDEFORD-SANFORD LABOR MARKET AREA Employment levels in the Biddeford-Sanford Labor Market Area dipped somewhat in September. Resident employment fell from 33,700 in August to 32,500 in September. However, a concurrent decline in unemployment from 1,900 to 1,800 resulted in the unemployment rate also dropping to 5.2 percent from 5.3 percent in August. The September unemployment rate of 9.2 percent falls between the rates for the state and nation of 4.9 percent and 7.1 percent, respectively . A year ago the local unemployment rate was 7.0 percent, and 2,400 persons were jobless. In the nonfarm sector this September, employment gains in state and local government partially offset losses in textiles and apparel as well as seasonal losses in nonmanufacturing . LEWISTON-AUBURN STANDARD METROPOLITAN STATISTICAL AREA A decline in the number of unemployed students who dropped out of the labor force to return to school helped to lower the Lewiston-Auburn SMSA's unemployment rate from 6 . 5 percent in August to 6.1 percent in September, Meanwhile, the state's unemployment rate fell from 5.1 percent to 4.9 percent, while the national rate dropped from 7 . 3 percent to 7 . 1 percent. Resident employment declined by 700 in September as a result of layoffs in rubber and plastics footwear, food and kindred products, .and contract construction . Total joblessness in the area decreased from 2,600 to 2,400. '-...,,s..3><!'.-• i,,. ~ PORTLAND STANDARD METROPOLITAN STATISTICAL AREA Between August and September employment and unemployment both declined in the Portland SMSA . Resident employment dropped 1,700 to 100,600, while the number unemployed dropped 100 to 3,300. The unemployment rate in the SMSA remained at 3.2 percent. At the same time the rate for the state fell from 5.1 percent in August to 4.9 percent in September. The unemployment rate for the nation fell from 7.3 percent to 7.1 percent. The employment drop can be attributed chiefly to seasonal declines in the nonfann sector, particularly in wholesale and retail trade, services, and transportation equipment. State and local government employment rose due to the start of the school year, but the full impact of increases at state educational institutions may not be evidenced until October. Manufacturing employment dropped slightly, as gains in transportation equipment could not offset losses in food and kindred products and leather and leather products. RUMFORD LABOR MARKET AREA The unemployment rate in the Rumford Labor Market Area improved sl i ghtly from 7. 3 percent i n August to 6.8 percent in September. Total unemployment fel 1 fr001 1,530 to 1,350, which was mostly due to unemployed students leaving the labor force. Resident employment declined fr001 19,330 to 18,430, with seasonal employment losses in contract construction, retail trade, and services. Last year 19,150 residents were employed, while 1,660 were unemployed , and the unemployment rate was 8.0 percent. This September's unemployment rate was well above corresponding state and national unemployment rates of 4.9 percent and 7.1 percent, respectively . WATERVILLE LABOR MARKET AREA The unemployment rate slipped lower in the Waterville Labor Market Area during September. Resident employment dropped from 21,680 in August to 21,220 in September, and the number unemployed dropped from 1,160 to 1,060. The resultant unemployment rate of 4.8 percent was just below the statewide rate of 4.9 percent and well below the national unemployment rate of 7.1 percent. A year ago the local area recorded an unemployment rate of 7.4 percent. At that time, 20,680 local residents were employed, while l ,650 were jobless. This year the declines in employment were led by losses in paper and allied products . The nonmanufacturing sector also evidenced employment declines. Resident employment dropped from 29,330 in August to 28,610 in September, while unemployment dropped from 1,630 to 1,570. The resultant unemployment rate of 5.2 percent was just below the August ra.te of 5.3 percent. This month 1s unemployment rate is lower than the 6.1 percent recorded locally last September and compares favorably with the current national rate of 7.1 percent. However, the local rate remained above the state's rate of 4.9 percent for the fourth consecutive month. The manufacturing sector evidenced overall employment losses with food and kindred products, textile mill products, and metals and machinery each evidencing small employment declines. The nonmanufacturing sector al so evidenced employment losses, which were largely seasonal in nature and generally occurred in services and trade. t \J •· BANGOR-BREWER LABOR MARKET AREA Labor market conditions in the Bangor-Brewer Labor Market Area remained relatively unchanged between August and September. Resident employment declined from 41,900 in August to 41,400 in September, while both unemployment and the unemployment rate remained unchanged at 1,700 and 3.9 percent, respectively. A year ago 2,800 residents were unemployed and the unemployment rate stood at 6.5 percent. Manufacturing employment declined by approximately 250 with the largest decreases occurring in leather and leather products and paper and allied products. Meanwhile, the corresponding state and national unemployment rates for August stood at 7.1 percent and 8.8 percent, respectively. Between August and September, local resident employment fell from 24,360 to 23,000, with seasonal job losses in wholesale and retai I trade, services, and leather and leather products. Unemployment in the area increased from 1,250 in August to 1,280 in September. Last year at this time, 1,210 local residents were out of work and the unemployment rate was 4.9 percent. BIDDEFORD-SANFORD L ABOR MARKET AREA Employment and unemployment both declined in September as summer seasonal workers left the Biddeford-Sanford LMA labor force. Resident employment decreased from 30,900 to 30, 100, while unemployment decreased from 2,800 to 2,400. The resulting local unemployment rate for September was 7 .4 percent, compared to 8.3 percent a month ago and 8.0 percent a year ago. Lower levels of employment can be primarily attributed to seasonal employment losses in the nonmanufacturing sector, particularly wholesale and retai I trade and services. Manufacturing employment increased slightly due in part to increased textile mill employment. September ' s local unemployment rate of 7.4 percent fel I between the respective state and national rates of 7.1 percent and 8.8 percent. LEW I STON-AUBURN STANDARD METROPOLITAN STATISTICAL AREA Economic conditions in the Lewiston-Auburn SMSA improved for the sixth out of the last seven months in September. Between August and September, resident employment increased from 36,600 to 36,800, as a result of employment increases in several industries and the annual apple harvest. Total joblessness in the area declined from 3,200 to 3,100. This combination resu lted in the unemployment rate falling from 8.0 percent. to 7.8 percent. Meanwhile, the state ' s unemployment rate dropped from 7 .4 percent to 7. I percent, while the national rate fe l l from 9.2 percent to 8.8 percent. Local nonfarm wage and salary employment increased by 600 jobs in September. Employment in nonmanufacturing rose by 500 jobs, with gains of 200 jobs each in transportation and public utilities and local schools, and 100 jobs each in wholesale and retail trade and services. These gains were slightly offset by a seasonal loss of 100 construction jobs. In addition, the manufacturing sector registered a monthly increase of 100 jobs in textile mill products. Last year at this time, 3,200 local residents were unemployed and the unemployment rate was 8.2 percent. PORTLAND STANDARD METROPOLITAN STATISTICAL AREA Follow ing end-of-summer seasonal trends, employment and unemployment both declined in the Portland Standard Metropolitan Statistical Area between August and September. Unemployment d r opped 700 to 5, 400, wh i I e resident emp I oymen t dropped I, 000 to 93, 900. The unemp I oymen t r a t e fel I from 6.0 percent in August to 5.4 percent in September. The local unemployment rate remains well below the state and national rates of 7.1 percent and 8.8 percent, respectively. Last September the local unemployment rate was 5.7 percent. This month's employment drop can be attributed chiefly to seasonal declines in the nonfarm sector. Wholesale .and retail trade, contract construction, and hotels and other lodging places underwent seasonal employment losses. Employment in metals and machinery, however, expanded by 300. Government employment also increased with the reopening of schools. RUMFORD L ABOR MARKET AREA The unemp l oyment rate fn the Rumford Labor Market Area remained unchanged at 8.5 percent between August and September. Meanwhile, the state's unemployment rate declined from 7 .4 percent to 7.1 percent, while the national rate fell from 9.2 percent to 8.8 percent. Local resident employment fel I from 18,890 to 18, 170 between .August and September, as layoffs in leather and leather products, wholesale and retai I trade, and services more than offset a seasonal employment increase in local schools. Additionally, total unemployment in the area also decreased from I, 760 to 1,680, in part due to the r eturn to school of unemployed youth. Last year at this time, 1,630 local residents were unemployed and the unemployment rate was 8.0 percent. WATERVILLE LABOR MARKET AREA Employment levels in the Waterville Labor Market Area dipped somewhat as summer drew to a close. Employment fell from 21,620 in August to 20,290 in September as both manufacturing and nonmanufacturing sectors evidenced some contraction. Smal I gains in textile mi 11 products were offset by losses in apparel and paper and al I ied products. At the same time the nonmanufacturing sector evidenced declines due in part to losses in nondomestic services as area summer camps closed for the season. The number unemployed fel I from 1,810 in August to 1,690 in September. The resulting unemployment rate of 7.7 percent remained unchanged from the 7. 7 percent recorded in August. A year ago the unemployment rate was also 7.7 percent with 1,680 local persons jobless. The local rate this September is somewhat higher than the 7. I percent recorded for the state, but remains wel I below the national rate of 8.8 percent. Employment levels i n- the Augusta Labor Market Area dipped somewhat in September. emp l oyment fell from 28,020 in August to 27,670 in September. However, a concurrent decline i n unemployment from 1,960 to 1,870 resulted in the unemployment rate also dropping slightly t o 6.3 .percent from 6.5 percent in August. This unemployment rate is wel I below the rate for bot h the state and nation of 7.1 percent and 8.8 percent, respectively. A year ago the local unemployment rate was 7.9 percent. At that time, 2,290 persons were jobless while 26,640 residents were employed. In the nonfarm sector this September, employment gains in textile mi 11 products, leather and leather products, and metals and machinery compensated f o r l osses in paper and al I ied prodd cts as wel I as for seasonal losses in nonmanufacturing. BANGOR-BREWER LABOR MARKET Economi c conditions in the Bangor-Brewer Labor Market Area improved for the consecutive month in September. A decline in employment and unemployment, due mostly to students returning to school, caused the local unemployment rate to fall from 6.8 percent in August to 6.5 percent in September. Resident employment dropped from 42,300 to 41,800, while unemployment fel I from 3, 100 to 2,900. Last year at this time 2,800 residents were unemployed, and the unemployment rate stood at 6.7 percent. Manufacturing employment declined by approximately 150 with the largest decreases occurring in the leather and leather products industry. In nonmanufacturing, employment growth occurred in construction, wholesale and retai I trade, and government.

Despite seasonal layoffs in eating and drinking places and motels, resident employment increased from 25,340 in August to 25,620 in September as a result of expansions in shipbuilding and electrical machinery manufacturing and the reopening of local schools. Unemployment declined from 730 in August to 720 in September . The Bath-Brunswick Labor t1arket Area had the third lowest unemployment rate of all Maine's 31 labor market areas. Only the Kittery-York Labor Market Area (1.0 percent) and the Portland Metropolitan Statistical Area (2.6 µercent) had lower September unemployment rates. State and national unemployment rates for September stood at 4.2 percent and 6.8 percent, respectively. Last year at this time in the Bath-Brunsv,ick Labor f1arket Area 23,530 local residents were employed and 890 were unemployed, resulting in an uner.iployment r<lte of 3.n percent. BIDDEFORD LABOR MARKET AREA Employr:ient levels in the Riddeford Lahar Market Area fell as summer drew to a close. Employment fell from 26,150 in August to 25,520 in September, as gains in nanufacturing \-Jere unable to offset seasonal losses in nonr.ianufacturing. Metals and machinery manufacturing evidenced increased ernployment, while retail trade and nondomestic services evictenced seasonal losses. The number unemployed rose from 950 in August to 1,040 in September. The unemployment rate increased from 3.5 percent to 3.9 percent. A year auo the unemployment rate stood at 3.8 percent. This month's local unemployrnent rate of 3.9 percent was hP.l O\iJ both the State and national rates of 4.2 percent and 6.8 percent, respectively. LEUISTON-AUBURN METROPOLITAN STATISTICAL AREA Seasonal joh gains at local schools, Central Maine Vocational Technical Institute, colleges, and the heginning of the annual apple harvest helped to lower the uneriployment rate in the Lewiston-Auburn Metropolitan Statistical Area (MSA) from 5.8 percent in August to 5.2 percent in Septer.iber. This was the lowPst rionthly rate recorded in the area since September 1978. Between August and September the national uner,1ployment rate increased from 6.7 percent to 6. 8 percent, while the State's rate remained unchangerl at 4.2 percent. Local resident employment increased from 37 , 500 in August to 38,000 in Septe,~ber, while unemployment dipped from 2,300 to 2,100. A year ago at this time, 37,600 local residP.nts were employed and 2,300 were unemployerl, resulting in an unemployment rate of 5.8 percent. PORTLAND METROPOLITAN STATISTICAL AREA Following normal end-of-summer trends, employment levels in the Portland Metropolitan Statistical Area dipped in September. Resident employment fell from 114,000 in August to 112,000 in Septeriber, and the nur.iber unemployed increased from 2,800 to 3,000. The resulting unemployment rate was 2.6 percent in Septer:iber, up slightly from 2.4 percent in August. Last year at this tirne the local unemployment rate stood at 2.7 percent. As in past years, seasonal employment losses in September occurred in the nonmanufacturi ng sector, including eating and drinking places, hotels anrl other lodging places, and various transportation industries. Between August and September, manufacturing losses were evidenced in netals and nachinery and leather and leather products. The reopening of local schools stimulated employment growth in local governr·1ent. A comparison of the local unemployment rate with State and national unemployment rates shows the continued strength of the local economy. The local unemployment rdte of 2.6 percent in September is well below State and national rates of 4.2 percent and 6.8 percent, res µe ct i ve l y. RUMFORD LABOR ttARKET AREA The une11ployment rate in the Rumford Labor Market Area fell from 6.7 percent in August to 6.5 percent in Septemher. From August to September resident employment increased from 7,690 to 7,900, while une11ployment rer,ained unchanged at 5b0. The improved local employment situation was mostly attributable to seasonal job gains in local schools, which nore than offset small layoffs in construction; restaurants; and hotels, motels, and other lodging places. The local September unemployment rate of 6.5 percent was noticeably higher than the corresponding statewide rate of 4.2 percent, but was slightly helow the national rate of 6.8 percent. Last September 7,770 local residents were employed and 520 were unemµloyed. At that tirne the unemployment rate was 6.3 percent. WATERVILLE LABOR MARKET AREA The une,riµloyment rate rose in the Waterville Labor Market Area from August to September. Resident erYJployment dropped from 21,660 to 21,300, and the nurnber unemployed inched up from 1,000 to 1,010. These changes resulted in an uner.1ployment rate of 4.5 percent for the month. A year ago 990 local residents were unemployed and the unemployment rate was 4.4 percent. This month the area's unemployment rate was below the national rate of 6.8 percent and remained somewhat above the statewide rate of 4.2 percent. In the manufacturing sector, nearly every industry evidenced over-the-month er.iployment losses. The most significant loss occurred in paper and allied products. In the nonmanufacturing sector, employrnent in local government increased as schools reopened. Resident employment rose slightly to 30,060 in September, while thr-< numher uner1ployed dropped from 1,340 to 1,300. The resultant unemployment rate of 4.1 percent was 0.2 percentage,: poi ntc; below the rate of 4.3 percent recorded in August. Meanwhile, the State's unemployment rate fell from 3. 0 percent to 2 .9 percent, while the national rate fell from 5.8 percent to 5.7 percent. Declines in retail sales, eating and drinking places, and lodgi ng establishme nts were evidenced in the local economy. These declines in employment more than offset gains evidenced by l ocal school systems, as employment increased accompanying the beginning of the school year. The employment situation in the area received an additional boost with t~e announcement that the Pejepscot Paper Mill, closed since April 1, 1987, has been sold to the St. Rayroond Paper Co . Accardi ng to the Lewiston Sun, the mill will be restored and operating by January 1988. The mill, closed because of flood damage, will employ about 210 people when it gets back on line. BIDDEFORD LABOR MARKET AREA The September employment level of 27,450 for the Biddeford Labor Market Area was down slightly from the level of 27,820 recorded in August. Manufacturing s howed gains in metal s and machinery, and nonmanufacturing had gains in government emp l oyme nt as schools reopened. Both were offset, however, by seasonal losses of summer jobs in retail trade and services . Total unemployment showed little change, declining from 600 in August to 570 in September . The unemployment rate during the period dropped slightly from 2.1 percent to 2.0 percent. A year ago, the unemployment rate was 3.9 percent. The September local unemployment rate of 2.0 percent remains below the State and national rates of 2.9 percent and 5 . 7 percent , respectively. LEWISTON-AUBURN METROPOLITAN STATISTICAL AREA The Lewiston-Auburn Metropolitan Statistical Area had a sharp drop in its unemployment rate frooi 4.3 percent in August to 3.6 percent in September. This drop was largely attributable to a decline of 300 in the area's unemployment level. Local government employment increased, due to the start of another school year. Other gains in employment were evidenced in electrical machine ry and suburban transit and motor freight. Seasonal declines were observed in construction, retail trade, and hotels and other lodging pl aces. Last September, the area unemployment rate was 5.4 percent , with resident employment of 38,200 and 2,200 unemployed. The unemployment rates for Maine and the Nation this September were 2 .9 percent and 5o7 percent, respectively. ~ ~~~ PORTLAND METROPOLITAN STATISTICAL AREA (MSA) Contrary to past end-of-summer trends, employment levels in the Portland MSA rose slightly in September . Resident employment increased from 124,800 in August to 125,100 in September. Although the net effect was modest, both manufacturing and nonmanufacturing industries contributed to the overall employment increase. In nonmanufacturing, gains were made in government employment as schools opened for the year and in services due to continued hiring in hotels and other lodg ing places. Both gains , however, were 1 a rge 1 y off set by sea son al dee 1 i nes in wholes a 1 e and retai l trade. Most of the employment growth in manufacturing was the result of gains in metals and mac h inery and transportation equipment . Neither the total number unemployed nor the unemployment rate changed between August and September. Total unernpl oyment remained at the August level of 2, 100, wh i le the unemployment rate stayed at 1. 7 percent. The unemployment rate for last September was 2.1 percent. The local unemployment rate of 1. 7 percent remained well below the State and national rates of 2.9 percent and 5.7 percent, respectively. RUMFORD LABOR MARKET AREA The unemployment rate for the Rumford Labor Market Area rose from 4.0 percent in August to 4.6 percent in September. A rise in resident employment from 8,230 to 8,450 could not offset an increase in the number unemployed, which rose from 340 to 410. Declines in construction, restaurants, and hotels and other lodging places offset gains in local school employment. The local unemployment rate of 4.6 percent is significantly higher than the State's rate of 2.9 percent, yet somewhat lower than the national rate of 5.7 percent. The local unemployment rate for September 1986 was 6.5 percent. WATERVILLE LABOR MARKET AREA The unemployment rate in the Waterville Labor MarketArea fell from 3.0 percent in August to 2.9 percent in September. From August to September resident employment rose from 22,590 to 22,820 , whi le the number unemployed fell from 690 to 680. The i mproved local empl oyment situation was mos tl y attri butable to seasonal job gains in local schools , combi ned with an increase in textile manufacturing. These gains more than offset small layoffs in construction , res taurants , a nd l odg i ng places. The local September unemployment rate of 2 .9 percent equalled the state\~ide rate and ·11as well below the national rate of 5 . 7 perce nt. Last September 21,970 resi dents were employed and 990 were unemployed. Resident employment fell from 33,460 in August to 32,840 in September. Seasonal job seekers,· including youth returning to local schools, left the labor force, thereby influencing the unemployment level to drop from 1,490 in August to 1,270 in September. The local unemployment rate dropped from 4.3 percent in August to 3.7 percent in September. The unemployment rate is the lowest recorded September rate in the area since the labor market was defined and is well below the rate of 4.4 percent recorded last September. The statewide rate for this September was 2.9 percent, while the national rate stood at 5.7 percent. Looking at the local employment situation, employment gains in paµer and al 1 i ed products, 1 ed to a small increase in manufacturing employment. In nonmanufacturing, gains in local school systems were more than offset by losses in trade and services . BANGOR METROPOLITAN STATISTICAL AREA r--CC) :::.-c, :t:=-:;o -< c:: (../) rn 0 The employment situation in the Bangor Metropolitan Statistical Area improved in September. While employment Z increased from 40,300 in August to 40,900 in September, the number unemployed remained unchanged at 1,100. This~ resulted in an unemployment rate of 2.6 percent. This rate compared favorably to the State and national ~ unemployment rates of 2.9 percent and 5.7 percent, respectively. Last year at this time 38,300 area residents were ::::.. employed, 2,200 were unemployed, and the unemployment rate stood at 5.4 percent. Manufacturing employment recorded > a modest increase during September . Employment increases in transportation equipment and electrical and electronic -equipment we re sufficient to offse t losses in textile mill products and pa per and al lied products. Nonmanufacturing z employment increased, with employrTEnt gains registered in retail trade and nondomestic services. Employment gains .-,, v1ere also noted in statP. and local government, as the start of a new school year resulted in increased employment at area colleges and universities and local school districts. Employment in the leather and leather products industry (./) (non-rubber footwear), which has been in steady decline since 1983, has recently shown significant employment ~ growth. In the first nine roonths of 1987, employment in the manufacturing of non-rubber footwear has increased by )::Dt over 20 percent. LEWISlON-AUBURN STANDARD ~ETROPOLITAN STATISTICAL AREA Economic conaitions in the LEwiston-Auburn SMSA sufferea a temporary setback aur i n9 July, as many area manufacturing plants shut aown for annual two-week vacations. A moderate oecrease in resiaent employrr.ent from 35,200 to 34,400, combinea with a sharp increase in the number of unemployea persons from 3,000 to 4,300, resulte:a in the 1 oca 1 unEmp 1 oyment rate J urr.p in£ up from 7. 9 percent to 11. 1 percent between June ano July. 1he corresponaing State and national unemployment rates for July were 8.6 percent and 7.3 percent, respectively. Although resi o-e:nt emp lcyment remaineG relatively stable, declining only marginally from 19 , 420 to l S,410, the number of unemployea persons increasea significantly from 1,850 to 2,430, resulting in the unemplojment rate jumping up from 8. 7 percent to 11. l percent between 0une ana 'July. An increase in the number of un en1p .loyeo persons trom 1,540 to 1,780 coupled with a decrease in the number of resiaent employee from 20,530 to 20,~80 resulted i n the unemployment rate rising l percenta9e pc i nt to 8.0 per cent. This rate is 0. 7 per-centage points higher than the rate of a year ago. The unemployment rate for Mai ne for July was 8. 6 percent, 0.9 percentage points higher than a month ago. Nation -ally , the unemployment rate f e 11 0. 4 percentage points to 7. 3 percent in July. Employment losses were eviaenced in nearly every manufacturing aivision in t he water vi 11 e LMA .
