Gjaldtaka á ferðamannastöðum. Viðhorf Íslendinga

Abstract

Margir ferðamannastaðir á Íslandi eru farnir að láta á sjá vegna aukins fjölda ferðamanna og álags síðustu ár. Ferðamönnum fjölgar hratt en uppbygging helstu ferðamannastaða stendur í stað. Ríkisstjórnin ver hluta af skatttekjum í uppbyggingu ferðamannastaða en ljóst er að þörf er á mun meira fjármagni til að staðirnir standist kröfur og væntingar ferðamanna. Stjörnvöld hafa því rætt um að koma á gjaldtöku í einhverri mynd á ferðamannastöðum. Það er hægt að fara margar leiðir að slíkri gjaldtöku en stjórnvöld hafa einblínt mest á svokölluð gistináttagjöld sem yrðu sett á allar seldar gistinætur í landinu og farþegagjöld, sem yrðu sett á öll fargjöld til og frá landinu. Ekki hefur enn náðst niðurstaða um hvaða leið verður farin í málinu. Þessi rannsókn kannaði viðhorf Íslendinga til væntanlegrar gjaldtöku. Aðrar rannsóknir hafa einblínt meira á áhrif gjaldtöku á erlenda ferðamenn á Íslandi en hér var horft til heimamannanna. Niðurstöður rannsóknarinnar sýna fram á að meiri hluti Íslendinga styðja gjaldtökur sem fara í uppbyggingu ferðamannastaða en svo eru skiptar skoðanir um hvernig og hvaðan peningarnir eigi að koma.There are many tourist places in Iceland that have lost their original attractions because of increasing number of tourists that visit. More tourists come to the country every year but the maintenance in the tourist places has not kept up with the number of people that visit. The government spends a small part of tax revenues in the development of tourist attractions in Iceland but it is clear that there is need for more resources so the tourist places will meet the requirements and expectations of the tourists. Therefore the government came up with an idea about fees, that would go directly to the maintenance of the tourist attractions. There are many ways to charge the fees but the Icelandic government has mostly focused on two ways; overnight fees that would be put on all accomodation sold in the country and passenger fees that would be put on every passenger that travels to or from Iceland. So far the government has not reached conclusion about how the fees will be charged. This study explores the attitudes of Icelanders to the expected fees. Other studies have focused more on the impact of fees on foreign tourists but in this study we will look on the impacts on the locals. Results of the study show that the majority of Icelanders support the fees if the go directly into building tourist attractions and make them more sustainable, but people have different opinions about how and where the money should come from
