Om een beter inzicht te krijgen in het proces van de prioriteitstelling van (hoofd)infrastructuur zijn in de vervoerregio's Utrecht en Eemland de procesmatige aspecten van een dergelijk besluitvormingsproces onderzocht. Uit de studie kwam naar voren dat helderheid en transparantie van het besluitvormingsproces goed bewaakt dienen te worden. Dit kan geschieden door de afwegingsmethodiek in duidelijke fasen op te delen met ieder een eigen eindpunt. Hierbij dient abstractie zoveel mogelijk te worden voorkomen. Bij de organisatie van het proces moet goed worden vastgesteld wie besluit en wie adviseert. Een goede informatie-uitwisseling tussen bestuurders en overige participanten is daarbij essentieel. Uit de studie bleek verder dat het doel en het belang van een prioriteitstelling in de beginfase van het proces goed duidelijk gemaakt moet worden bij de bestuurders.Het onderzoek is uitgevoerd in opdracht van de projectgroep Integrale Prioriteitsstelling (Hoofd)infrastructuur van het ministerie van Verkeer en Waterstaat
