Dez anos de Seattle, o movimento antiglobalização e a ação coletiva transnacional

Abstract

Ten years after the protests in Seattle in 1999, this article aims to conduct an evaluation of the anti-globalization movement. Our hypothesis is that during those years, the antiglobalization movement has shown an important ability to organize, mobilize and influence in the international scene, and that it is currently living a stage of crisis as an actor, but with a large part of its legacy having being made into a new framework for transnational collective action. Thus, this paper presents the movement and its features, including a brief terminological and conceptual discussion; an explanation about its origins, reviewing the main cycles and agendas; a study of the first signs of exhaustion of the anti-globalization movement, and the arguments that, beyond the movement’s crisis, there is also a conceptual crisis in order to explain the new transnational activism; and, finally, a reflection on some of the challenges faced by global movements nowadays.Key words: transnational collective action, anti-globalization movement, global social movements, Seattle.Dez anos depois dos protestos em Seattle, em 1999, propõe-se, neste artigo, realizar um balanço sobre o movimento antiglobalização. Partimos da hipótese de que, durante esse tempo, o movimento antiglobalização demonstrou uma importante capacidade de organização, de mobilização e de incidência no cenário internacional. Na atualidade, vive uma etapa de crise como ator, mas grande parte de seu legado já é assumido como um novo marco de ação coletiva transnacional. Para concretizar esta análise, o artigo apresenta o movimento antiglobalização e suas características e inclui sobre esta uma breve discussão conceitual e terminológica; explica o processo de emergência e analisa os principais ciclos e agendas do movimento; estuda os primeiros sinais de esgotamento do movimento antiglobalização e a argumentação de que há, também, para além da crise daquele, uma crise conceitual ao explicar o novo ativismo transnacional. Finalmente, este estudo faz uma reflexão sobre alguns dos desafios enfrentados pelos movimentos globais na atualidade.Palavras-chave: ação coletiva transnacional, movimento antiglobalização, movimentos sociais globais, Seattle
