IDRC is pleased, and I know, fortunate, to be able toJoin with you as concerned scientists in your attempts to findsolutions to the problems of malnutrition in Asia. Typically, thismalnutrition is comprised of protein-calorie malnutrition, irondeficiency anaemia and vitamin A deficiency. These deficiencies tendto occur or are found most commonly in low-income groups and in thosegroups with relatively greater nutritional requirements i.e. infants,pre-schoolers and pregnant and lactating women. The first two ofthese groups are made up of individuals who are especially vulnerablein society as they have little or no choice as to kinds and quantitiesof the food they consume.The causes of malnutrition are many, and the relativeimportance of each can vary by location, Lncome, public policy andother reasons. The causes themselves are many but generally fall intothe categories of food availability, incomes and prices of foodstuffs,coreumer tastes and attitudes, patterns of food preparation andgeneral health and sanitary conditions.In the period since the Second World War, public and privateinstitutions world-wide have developed and implemented numerousprograms of agricultural and nutrition research, development projects,food transfers and food subsidies, food price policies, foodfortification, health and nutrition education, formulated foods and-3supplementary feeding. Few such prograns are distinctly separate inthemselves but contain elements of more than one such activity. Ibelieve that this workshop will deals largely with the subject ofsupplementary feeding and formulated foods.In 1979 and again in 1980, two major studies were undertakento review the effects of supplementary feeding projects. Case studiesin Guatemala, India, Colombia, Mexico, Canada and the United Statesshowed that positive results could be demonstrated, but that oftenthese benefits.were limited. The results of these studies were alsoinconclusive as to the cost-effectiveness of such programs for largegroups.What was,conclusive however, was the need for further researchon this subject; research in the fields of health, nutrition andsocio-economics and not necessarily in isolation. In aggregated form,the major research needs proposed were:(1) What is the minimum quantity of food that must be distributed,it regularity and over what duration?What are the causes of an effects of food "leakages" i.e.shared and/or substituted for other food in the diet?What are the benefits of supplementary feeding besides growthand birth rate?What are the criteria for developing an effective deliverysystem?4Are supplementary feeding programq effective in isolation orshould they be linked with other programs?How can the community be involved in program design andimplementation?By what criteria should supplementary feeding programs beevaluated?It is against this background of problems and issues that IDRehas been supporting research in Asia (and elsewhere) in the generalarea of "supplementary feeding". This is through research projects onimproving the quantity and quality of legumes consumed in thetraditional diets and in supplementing the diets. The on-goingresearch efforts of Drs.
