In Liguria, where sustainable approaches to the design, construction and management of buildings enjoy scant currency, the idea of a company from Milan (FERA s.r.l.) setting up a research centre for studies into renewable energy resources, could well open up very interesting development opportunities.The project includes: environmental rehabilitation (restoration) projects; strategies for the protection of water resources and waste management systems; passive and active solar systems (solar thermal and experiments with thermodynamic solar energy); hyperinsulation systems, passive cooling of buildings; use of natural materials; bio-climatic use of vegetation. The author describes the project content within the context of the multidisciplinary work that has gone into it

Oggi è indubbia una crescente attenzione, da parte dei diversi attori 
del processo edilizio, per un approccio sostenibile alla progettazione, 
realizzazione e gestione del costruito. Ciononostante, in Liguria, 
è ancora raro trovare promotori di interventi edilizi realmente 
sensibili alla questione energetico-ambientale, capaci di coglierne 
appieno non solo le implicazioni etiche, ma anche le potenzialità 
economiche.
In questa regione, specie sulla fascia costiera, lo sviluppo del settore 
delle costruzioni è talmente condizionato dal valore della posizione 
degli edifici che ogni altra qualità relativa alle prestazioni da essi 
fornite passa in secondo piano. Per esempio, il risparmio energetico 
e l’attenzione alle risorse ambientali sono prestazioni considerate 
ancora aggiuntive e non in grado, come altrove, di aumentare 
significativamente il valore di mercato del costruito.
In questo modo, l’attenzione ai temi della sostenibilità in edilizia non 
si spinge quasi mai oltre il mero adeguamento alle norme vigenti 
e questo determina una scarsa evoluzione del settore, con danno 
per la competitività di imprese e tecnici locali sul mercato extra-
regionale.
In questo contesto, rappresenta quindi un’interessante iniziativa 
quella intrapresa dalla milanese FERA Srl, che si occupa di 
rinnovabili. Questa Società, su un terreno di cui dispone in zona 
It is an undoubted fact that the various stakeholders in the building process are 
increasingly trying to come up with a sustainable approach to construction design, 
creation and management. This notwithstanding, it is still unusual to come across 
promoters of building interventions in Liguria who are truly sensitive to the energy/
environment issue, or capable of fully taking on board the ethical implications, as 
well as the economic potential.
In this region of Italy, and in coastal areas in particular, building sector development 
is largely conditioned by the «position» value of buildings, which knocks all 
their other characteristic qualities such as energy savings and consideration of 
environmental resources, for example, into second place. These factors are still

Abstract. Nella realtà ligure, dove poco spazio sembra poter avere un approccio 
sostenibile alla progettazione, costruzione e gestione degli edifici, l’idea di una So-
cietà milanese, di realizzare un centro di ricerca per le energie rinnovabili, sembra 
poter aprire prospettive di sviluppo di grande interesse. Questo vale soprattutto in un 
periodo di crisi economica, nel quale le tradizionali forme di investimento nel settore 
edile, in questa Regione, non sembrano capaci di poter generare durevoli occasioni 
di sviluppo economico-sociale né di porre le basi per permettere ad imprese e tec-
nici locali di accrescere le proprie competenze tecnologiche e la loro competitività. 
L’autore del progetto, in corso di approvazione, ne descrive i contenuti con un breve 
inquadramento relativo alla realtà locale.

extraurbana nel Comune costiero di Bergeggi (Savona), intende 
realizzare un centro di ricerca dove sia possibile, per tecnici con 
diverso tipo di formazione e provenienza, progettisti e studenti, 
trascorrere soggiorni di differente durata per lavorare insieme alla 
ricerca di punta nel campo delle rinnovabili. Non a caso si è scelta 
una localizzazione di interesse anche turistico, ritenendo potesse 
costituire uno stimolo in più sia per la permanenza dei ricercatori 
sia per l’Amministrazione locale, interessata ad attrarre visitatori con 
un turismo scientifico complementare rispetto a quello balneare.
Il sito si trova in corrispondenza del sedime di un’ex cava, è 
morfologicamente compromesso e con testimonianze ancora molto 
evidenti dello sfruttamento subito. Allo stesso tempo il contesto è 
di grande fascino, con ottima esposizione e buona accessibilità, 
essendo inoltre caratterizzato da valenze ecosistemiche (tanto da 
essere inserito in un Sito di Importanza Comunitaria – SIC –). 
L’intervento prevede la realizzazione di uffici (con laboratori, aule 
didattiche, spazi espositivi, centro congressi, mensa), strutture 
ricettive per i ricercatori e spazi aperti attrezzati, è innovativo per la 
commistione di diverse funzioni, ritenuta utile a creare un ambiente 
adatto alla ricerca e ad attirare risorse, e perché progettato per essere 
una sorta di museo all’aperto delle rinnovabili. 
In particolare sono previsti: un campo prove per sperimentazioni 
sul solare termodinamico e un parco eolico per testare 
aerogeneratori sperimentali. In relazione a questi aspetti del 
progetto è stato importante il lavoro degli ingegneri della FERA e 
quello di chirotterologi e ornitologi chiamati per valutare le possibili 
interazioni con la fauna locale.

Concern over the issues of sustainability 
in buildings never goes beyond mere 
compliance with current legislation, 
which determines scant evolution in the 
building sector, which in turn impacts 
negatively on intercompany competition 
and competition between local 
technicians on the extra-regional market.
In this context, the initiative being taken 
by FERA s.r.l. (Milan) is an extremely 
interesting one in terms of renewable 
energy resources. The company is 
intending to build a research centre on its 
own land in an outer suburban zone near 
the coastal town of Bergeggi (Savona). 
Designers, students and technicians 
from various educational backgrounds 
and origins, will have an opportunity 
to stay there for varying lengths of time 
in order to collaborate on research into 
the field of renewable energy resources. 
The choice of a tourist location was by 
no means a random one. It was thought 
that a location of this type would provide 
an extra incentive for researchers to stay 
there and a bonus for the local council 
as a different sort of tourist attraction 
(scientific), complementing the usual 
seasonal seaside trade.
The site is located near the 
sedimentation soil of an old quarry. It 
is morphologically compromised, and 
there are evident signs of just how it 
has been exploited. Equally, the setting 
is extremely fascinating, with excellent 
exposure and good access, and high 
enough ecosystem values to qualify as a 
Site of Community Importance (SIC).
The intervention involves the building 
of offices (with laboratories, training 
classrooms, exhibition areas, congress 
centres and a cafeteria) and recreational 
facilities for the researchers as well 
as fully equipped open spaces. It is 
innovative because of the wide range of 
functions, geared to creating a suitable 
environment capable of attracting 
resources, and because it was designed 
to be a sort of open air museum of 
renewable energy resources.
The following activities are envisaged 
in particular: a field for testing 
thermodynamic solar energy and a wind 
farm for testing experimental aero-
generators. In relation to these aspects 
of the project, the contribution of FERA 
engineers and the work of chiropterists 
and ornithologists, called in to assess 
the possible interactions with the local 
wildlife, has been particularly important.
The buildings themselves have been 
designed with solar thermal collectors 
and passive solar systems.
These solutions are associated with 
hyper-insulation strategies compatible 
with the need to retain thermal mass. As

Per quanto riguarda gli edifici, sono stati invece progettati 
collettori solari termici e sistemi solari passivi. Queste soluzioni 
si accompagnano a strategie di iper-isolamento compatibili con 
l’esigenza di conservare massa termica. L’involucro tipo, ad oggi 
previsto, si compone di muratura in blocchi di laterizio alleggeriti 
con farina di legno e pula di riso, con isolamento fino a 25 cm in fibra 
di legno e completamento esterno (assorbitore, nel caso di facciata 
collettore) realizzato con scarti di cava. Fin dalla prima impostazione 
progettuale si è posta particolare attenzione nella scelta di materiali 
naturali. 
Sono inoltre previste strategie di raffrescamento passivo: una serra 
interna agli uffici costituisce, per esempio, un sistema a camino solare, 
le cui aperture saranno studiate in funzione dei venti dominanti 
appositamente rilevati, anche a bassa quota, da sonde montate sugli 
anemometri utilizzati per la progettazione del parco eolico.
Il progetto, infine, si è posto l’obiettivo di ricostituire la continuità 
vegetazionale e paesaggistica del sito compromessa dalle passate at-
tività di scavo. In particolare, è prevista una forte integrazione degli 
spazi costruiti con il verde, considerato anche come strumento di 
controllo microclimatico; sono inoltre state proposte misure di ge-
stione dei rifiuti e delle risorse idriche (fitodepurazione, recupero 
dell’acqua piovana, impianti di irrigazione a basso consumo).

Furthermore, there are also passive 
cooling strategies: a greenhouse inside 
the offices is, for example, a solar 
chimney system, in which the openings 
will be activated by the prevailing winds, 
specifically detected – even at low 
altitude – by sensors mounted on the 
airspeed indicators that form part of the 
design of the wind farm.
Finally the project has set itself the 
task of restoring the continuity of 
vegetation and landscaping the site, 
affected by digging activities in the 
past. In particular there is to be a 
powerful integration of the built and 
green spaces, the latter being regarded 
as instrumental in microclimate 
control; waste and water resource 
management (wetlands, rainwater 
harvesting systems, saving irrigation) 
measures have also been provided for. 
The involvement of two geologists, a 
forester and other naturalists in the 
project was crucial; these included 
some herpetologists who have drawn 
up measures to protect endangered 
species within the area.
The architectural design was produced 
by the author of this paper, working 
alongside other architects and FERA 
technicians, in collaboration with a 
team (as anticipated) composed of 
various professionals who have worked 
on defining the interventions to be 
carried out right from the outset.
The interaction and synergy of various 
fields of knowledge is fundamental for 
a sustainable approach. For a group of 
professionals still not entirely familiar 
with the idea of teamwork, however, 
this has made it difficult to follow the 
project process through successive 
adjustments, made necessary by the 
complex approvals process. In fact, the 
development of the project has been 
characterised by continuous alterations, 
in compliance with suggestions made 
by technicians from 16 different 
institutions whose approval is required, 
including the Regional Council, which 
in turn brings in other sectors. 
Despite the difficulties, designing 
the centre has been a stimulating 
experience as regards the main 
objective: which was to set up of a 
unique local development opportunity, 
that could prove extremely important 
given the difficulties encountered by 
traditional development models during 
the current world economic crisis.

Nella definizione di queste strategie è stata molto importante la par-
tecipazione al progetto di due geologi, di un forestale e di diversi 
naturalisti; tra questi ultimi, alcuni erpetologi hanno definito misure 
di tutela per specie protette presenti nell’area.
Il progetto architettonico è stato seguito dallo scrivente che vi ha 
lavorato insieme ad altri architetti, ai tecnici della FERA oltre che in 
collaborazione con un’équipe composta (come anticipato) da diversi 
professionisti che sono intervenuti da subito nella definizione delle 
scelte di intervento. 
L’interazione di differenti saperi è fondamentale per un approccio 
sostenibile, tuttavia, in una realtà professionale ancora poco abituata 
al lavoro di équipe, un approccio collaborativo è reso ancor più dif-
ficoltoso lungo un processo di definizione del progetto che procede 
per successivi aggiustamenti, nell’ambito del complesso iter autoriz-
zativo. Infatti, lo sviluppo del progetto è caratterizzato da continue 
modifiche per far fronte ai suggerimenti dettati dai tecnici dei diversi 
Enti preposti alla sua approvazione: ben sedici, tra i quali la Regione 
che coinvolge, a sua volta, diversi settori. Nonostante le difficoltà in-
contrate, la progettazione del centro ha costituito un’esperienza im-
portante anche per l’obiettivo che si propone: permettere l’avvio di 
un’originale occasione di sviluppo locale che potrebbe essere molto 
significativa alla luce delle difficoltà che stanno incontrando modelli 
di sviluppo più tradizionali in un periodo di crisi economica come 
quello attuale.
