Targeted Subsidization of Postsecondary Education Enrollment in Minnesota: A Policy Evaluation.

Abstract

Minnesota's policy in the early 1980s of raising tuition for postsecondary education while increasing the money available for need-based student financial aid is examined.Did the policy affect high school students' expectations and plans for further education? Did it affect their access to education? The study looks at the whole picture of equity in financing postsecondary education.
