From around 1904 the issue of air power was on the Norwegian military and political agenda. The birth and childhood of Norwegian air power was not unproblematic. The main reason was that the theoretical and practical importance of air power were disproportionate. Thus, when the theoretical importance of air power technology and doctrine approached the realities of organisation, next to nothing happened
