Se plantea la Gestión Integral de Residuos Domiciliarios de la Provincia de Salta para revertir principalmente las condiciones de higiene urbana y ambientales en todos los municipios del interior de la provincia, donde los residuos se disponen mayoritariamente a cielo abierto o en enterramientos técnicamente mal operados. También se considera el efecto invernadero que genera la fracción orgánica de los residuos mal dispuestos por la constante eliminación al ambiente de metano y dióxido de carbono. Se plantea el potencial aprovechamiento energético que se puede alcanzar al implementar el reciclado de las distintas fracciones.
La sectorización para la gestión de residuos comprende regiones diferenciadas en su tratamiento principalmente. El programa comprende tres etapas y se desarrollará siguiendo el principio de gradualidad según la Ley Provincial de Medio Ambiente No 7070/99, lo que permitirá un cambio de conducta en el manejo de residuos.
El presente trabajo comprende una propuesta de gestión integral de los residuos municipales de la provincia de Salta, considerando el diagnóstico, caracterización, tratamiento biológico, evaluación energética y marco reglamentario. The sectorization for the administration of solid waste understands regions differed in their treatment mainly. The program understands three stages and it will be developed following the gradually principle according to Law 7070/99, what will allow a change of behavior in the handling of residuals.
This work included a proposition of the Integral Domiciliary Solid Waste Management of Salta, its included the diagnostic, characterization, biological treatments, energetic tests and the legal system.
