Mestrado em EconomiaO presente artigo testa a existência de ciclos eleitorais, procurando evidências
de efeitos oportunistas e/ou efeitos ideológicos no âmbito da política
orçamental dos municípios de Portugal Continental e Regiões Autónomas,
durante o período de 1999 a 2009.
Os resultados empíricos revelam comportamentos eleitoralistas dos autarcas
que, em anos de eleições, aumentam os défices e as despesas municipais,
propiciando o crescimento da economia local com o intuito de reunir mais
votos a seu favor. Não foram encontrados, no entanto, evidências favoráveis à
ocorrência de ciclos ideológicos.
Dado que o eleitoralismo dos autarcas portugueses gera ineficiências na
alocação dos recursos devido à manipulação e gestão discricionária das
finanças locais, verifica-se a necessidade de estabelecer um controlo mais
apertado às contas municipais, ou definir regras mais estreitas quanto ao
endividamento do poder local.This article tests the existence of electoral cycles, seeking signs of
opportunistic effects and/or ideological effects of fiscal budget policies in
Mainland Portugal’s municipalities and Autonomous Regions, between 1999
and 2009.
The empirical results show the electoral behaviors of local leaders, who
increase deficits and expenses of the municipalities in election years,
encouraging the growth of the local economy in order to gather more votes in
their favour. Have not been found, however, evidence in favor of the
occurrence of ideological cycles.
Given that the vote catching manoeuvres of the Portuguese local leaders
generate inefficiency in the allocation of the resources because of the
discretionary management of the municipal finance, there is the need of
establishing a tighter municipal accounts control, or to define stricter rules
regarding the indebtedness of the local authorities
