The file for this resource is 7z, which is a compression format from 7zip. It is a free and open source product which you can download from http://www.7-zip.org/. Once you have installed 7zip you can right click on the SMILE.7z and see the new menu item '7-Zip'. If you choose 'Extract here' it will unpack the resource in the current directory. The result will be a folder ('SMILE') with resources (htm, jpg, docx .... files).
