Abstract
This paper draws on research evidence to address the challenge of how to
develop education systems that are inclusive and fair. The authors conclude that this
requires a multi-dimensional strategy. More specifically, they argue that school
improvement processes need to be nested within locally led efforts to make school
systems more equitable, and to link the work of schools with area strategies for tackling
wider inequities and, ultimately, with national policies aimed at creating fairer societies
