escuelas. This paper assumes that the Neoliberal and Neoconservative policies implemented at the end
of the XX and beginning of the XXI century by Latin-American governments, influenced the
structure of society itself, intensifying social inequality and relentlessly increasing poverty. In
this framework, schools, basically those located in marginal-urban zones and the ones situated

education and school teaching in poverty conditions. Finally, from the viewpoint of Popular
Education, some actions tending to approach the difficulties emerging from these schools are
proposed
