Abstract
The economic and social systems are of ecological type, and they are possible to be framed in models of complex systems of type SDES (Social Dynamic and Economic Systems). They are not explicable or predictable satisfactorily with deterministic models, then, in general they obey to evolutionary processes of stochastic character, responding in its interaction with means to the second principle of the thermodynamics in the sense of the irreversible (lack of temporary symmetry) and increase of the entropy. MODEPEC © is a model that postulates a methodology that assures a process formulation of criteria continuously to improve the quality in the decision making in ecological-social-economic systems. The essential concepts of the model are enunciated next: 1. Existence of a State Equation (EE) An ecological system has an able dynamic behavior of being represented by means of an equation of state in any given time interval. 2. Estimation of an optimal policy (PO) It is possible to consider an optimal set of decisions (political optimal). 3. Contract on desirable state (CED) In the social and economic community of ecological type, it is possible to decide a design desirable ideal state, constituted from a sustainable contract in the long term between the parts. 4. Planned Decisional Genotype (GDP) It is possible to establish a rational process of decision making, in this case, Planned Genotype Decisional (GDP); able to assure increasing levels quality in the determination of criteria for evaluation and adoption of courses of action after the profit of a State Wished (ED) taken like intention or contract.Los sistemas económicos y sociales son de tipo ecológico, y se pueden enmarcar en modelos de sistemas complejos de tipo DYSES (Dynamic Social and Economic Systems). No son explicables o predecibles satisfactoriamente con modelos determinísticos, pues, en general obedecen a procesos evolutivos de carácter estocástico, respondiendo en su interacción con el medio al segundo principio de la termodinámica en el sentido de la irreversibilidad (falta de simetría temporal) y aumento de la entropía. MODEPEC © es un modelo que postula una metodología que asegura un proceso de formulación de criterios para mejorar continuamente la calidad en la toma de decisiones en sistemas ecológico-social-económicos. Los conceptos esenciales del modelo se enuncian seguidamente: 1. Existencia de una Ecuación de Estado (EE) Un sistema ecológico tiene un comportamiento dinámico posible de ser representado mediante una ecuación de estado en cualquier intervalo de tiempo dado. 2. Estimación de una política óptima (PO) Es posible estimar un conjunto óptimo de decisiones (política óptima). 3. Contrato sobre estado deseable (CED) En la comunidad social y económica de tipo ecológico, es posible acordar un diseño de estado ideal deseable, constituido a partir de un contrato sustentable a largo plazo entre las partes. 4. Genotipo Decisional Planificado (GDP) Es posible establecer un proceso racional de toma de decisiones, en este caso, el Genotipo Decisional Planificado (GDP); capaz de asegurar niveles crecientes de calidad en la determinación de criterios para evaluación y adopción de cursos de acción en pos del logro de un estado deseado (ED) tomado como propósito o contrato
