[Excerpt] This semiannual report covers the activities of the Department of Labor\u27s Office of Inspector General for the period April 1 through September 30, 1988. During this period, audit initiatives resulted in numerous economy and efficiency findings and recommendations regarding Agency operations: the OIG issued 396 audit reports on program activities, grants and contracts. The Office of Investigations (OI) opened 517 cases and closed 641 cases. OI investigations resulted in 605 indictments and 390 successful prosecutions. The Office of Labor Racketeering (OLR) continues to focus on corruption in employee benefit plans by accountants, attorneys, bankers, and other fund administrators and advisors. During this period, OLR investigations produced 81 indictments and 74 convictions. Convictions established a predicate for fines, forfeitures, and restitutions of $1,474,380

[Excerpt] This semiannual report covers the activities of the Department of Labor\u27s Office of the Inspector General for the period April 1, 1986 through September 30, 1986. During this semiannual period, audits and investigations continued efforts to improve program management and operations and to detect fraud and abuse within the Department of Labor. Audit initiatives resulted in numerous economy and efficiency findings and recommendations regarding Department Agency operations. Meanwhile, significant investigative cases in FECA, Unemployment Insurance, and CETA contributed to 289 successful prosecutions and $10,339,480 from recoveries, restitutions, settlements, and cost efficiencies.

[Excerpt] This semiannual period marks the most critical moment in the history of the Office of Inspector General. The March 1989 Department of Justice opinion that limits the criminal investigative scope of the Inspectors General will prevent many of these offices from achieving the goals which the Congress envisioned when it enacted the Inspector General Act of 1978. Within the Department of Labor, the opinion thwarts the Inspector General's efforts to address a flawed enforcement strategy. The Department of Labor's overall enforcement strategy continues to place an inordinate reliance upon civil and administrative remedies at the expense of criminal enforcement. It is naive to think that this strategy will provide an effective deterrent to abuse, particularly in the areas of worker health and safety, employee benefit plans, and employee wage and hour standards. Those most affected by corruption in these areas generally are not the employees of "Fortune 500" companies, but workers from the lower end of the socio-economic scale -- those who most need the protection that government can afford them. It is this group that would benefit directly from an enforcement strategy in which flagrant abuses are addressed with vigorous criminal investigations and remedies commensurate with the offenses. In recent months I have testified twice before congressional oversight committees on the compelling need to conduct criminal investigations in those areas that affect the economic well-being and health of the American worker. Further delay in resolving the Inspectors General's investigative jurisdiction is not in the public interest. The Congress should act promptly to assert its intentions regarding this issue. In this report I also have focused attention on deficiencies in the Job Training Partnership Act and the Department of Labor's financial management system, as well as the continuing need to ensure that the audit process becomes a useful tool in the enforcement of laws designed to protect the nation's pension and welfare plans.OIG_Semiannual_Report_to_Congress_v22.pdf: 15 downloads, before Oct. 1, 2020

Investigative results continued to show positive progress during this reporting period: 633 investigations were opened, 599 cases were closed, and there were 582 indictments and 427 successful prosecutions. The Office of Labor Racketeering (OLR) has expanded its focus from the more traditional organized crime elements to investigations of corruption in employee benefit plans by accountants, attorneys, bankers and other fund administrators and advisors. This area remains its highest investigative priority.
