To:  Greg Lumbert, Police Chief for the Town of Randolph  GREETINGS:  In the name of the State of Maine, you are hereby required to notify and warn the inhabitants of the Town of Randolph qualified to vote in Town Affairs to meet at the  T. C. Hamlin School in said Town of Randolph, July 25, 2007 at seven o'clock in the evening to thereto act on the following Articles:     Article 1.  To choose a moderator to preside over said meeting.  Al Smith was elected moderator of the meeting by secret ballot.                                                     Article 2.  To see if the Town will vote to apply revenues received from the State Revenue Sharing grants towards the reduction of appropriations. Estimate: $180,000.00       2007-2008. (2006-2007  $175,135.00)              Recommendations:  Selectmen – Passage    Budget Committee – Passage   Article 2 passed as written.  Article 3.  To see if the voters will grant the selectmen authority to pay Town expenses for the next fiscal year (July 1, 2008 through June 30, 2009) until appropriations are voted for that period.               Recommendations: Selectmen - Passage   Budget Committee – Passage   Article 3 passed as written.   Article 4.    To see what action the Town will take in authorizing the Board of Selectmen to transfer monies between expenditure accounts.    Recommendations:  Selectmen – Passage    Budget Committee – Passage     Article 4 passed as written.   Article 5.  To see what sum the Town will raise and appropriate for the annual payments on debt services previously approved by the Town.     Recommendations:  Selectmen- Passage Budget Committee - Passage Capital Debt - $149,000.00 MSAD # 11 - $668,460.00 County Tax - $79,175.00  Article 5 passed as written.        Article 6.  To see what amount of compensation the voters will vote for the Board of Selectmen, who also serve as Assessors and Overseers of the Poor.                                                                  Recommendations: Selectmen- $15,000.00.     Budget Committee - $15,000.00   Article 6  passed as written.       Article 7.  To see what sum of money the Town will vote to raise and appropriate for expenses of Fire Protection.                                 Recommendations: Selectmen- $30,000.00    Budget Committee - $30,000.00   Article 7 passed as wrtten.   Article 8.  To see if the Town will authorize the Board of Selectmen to explore the feasibility of a new fire station.   Recommendations: Selectmen – Passage  Budget Committee –  Passage  Article 8 passed as written.  Article 9.  To see what sum of money the Town will vote to raise and appropriate for the expenses of Code and Law Enforcement.                 Recommendations: Selectmen -  $27,200.00   Budget Committee – $27,200.00 Police-$8,500.00    Animal Control - $3,000.00   Code Enforcement-$15,600.00  Health Officer-$100.00    Article 9 passed as written.                 Article 10.  To see what sum of money the voters will raise and appropriate to continue a Town newsletter mailed (three times a year) to Randolph households.  The Selectmen will approve each edition of the newsletter prior to printing.                                                                    Recommendations: Selectmen- $2,250.00      Budget Committee - $2,250.00   Article 10 passed as written.    Article 11.  To see what sum of money the voters will raise and appropriate to continue the Town website.    Recommendations: Selectmen- $685.00     Budget Committee - $685.00   Article 11 passed as written.  Article 12.  To see if the voters wish taxes to become due annually Sept. 12 and March 12, with interest at 12.00% A.P.R. to begin the day after taxes are due. Interest at 12.00% A.P.R., first half due Sept. 12, 07, with interest to begin Sept. 13, 07. Second half due March 12, 08 with interest to begin March 13, 08.     Recommendations:  Selectmen- Passage       Budget Committee-Passage   Article 12 passed as written.          Article 13.  To see if the Town will vote to authorize the Selectmen to procure a temporary loan or loans if necessary within the 2007-2008 taxable year, in anticipation of the 2007-2008 tax income, for the purpose of paying obligations of the Town.  Such loan or loans will be paid in full during said taxable year.                                     Recommendations: Selectmen – Passage  Budget Committee- Passage   Article 13 passed as written.                                             Article 14.  To see what sum of money the Town will vote to raise and appropriate to enhance and maintain the three Randolph Cemeteries.    Recommendations: Selectmen - $12,000.00   Budget Committee-$12,000.00   Article 14 passed as written.                                              Article 15.  To see what action the Town will take regarding a proposal to conduct a Town-wide trash and other junk items pickup.  All income, including permit fees, shall be returned to this account, to be expended in the 2007-2008 fiscal year.    Recommendations:  Selectmen - $5,000.00   Budget Committee- $5,000.00   Article 15 passed as written.   Article 16.  To see if the Town will vote to authorize the Selectmen on behalf of the Town to sell and dispose of Real Estate acquired by the Town for nonpayment of taxes, and to execute quit claim deed(s) for all such property.  All sales and disposition shall be by bid.    Recommendations:  Selectmen – Passage     Budget Committee- Passage   Article 16 passed as written.  Article 17.  To see if the Town will vote to raise and appropriate a sum of money for the purpose of resurfacing and/or rehabilitating Town streets and sidewalks.    Recommendations: Selectmen- Total - $30,000.00  Budget Committee – $30,000.00   Article 17 passed as written.          Article 18.  To see what sum of money the Town will vote to raise and appropriate for the Gardiner Boys & Girls Club.    Recommendations:  Selectmen - $9,842.00      Budget Committee - $9,842.00   Article 18 passed as written.    Article 19.  To see what sum of money the Town will vote to raise and appropriate for the purpose of Gardiner Public Library for use by the Town of Randolph.     Recommendations: Selectmen - $13,702.00        Budget Committee - $13,702.00   Article 19 passed as written.  Article 20.  To see if the Town will vote to apply revenues received from Maine Department of Transportation to the Capital Improvement Roads account and appropriate $10,000.00 for the purpose of Capital Improvement namely Roads. $5,000.00 from Taxes and $5,000.00 from General Fund.     Recommendations: Selectmen- $10,000.00         Budget Committee- $10,000.00   Article 20 passed as written.   Article 21.  To see if the Town will vote to transfer $16,000.00 from general fund for the 5% match providing the Town receives a 2007 FEMA fire grant.    Recommendations: Selectmen- Passage             Budget Committee- Passage   Article 21 passed as written.  Article 22.  To see if the Town will vote to transfer all unexpended funds from the Fire Department Account Balance to a Dedicated Account for Fire Truck/Major Repairs/Equipment Account.    Recommendations: Selectmen- Passage             Budget Committee- Passage   Article 22 passed as written.  Article 23.   To see if the Town will appropriate $5,000.00 to the Dedicated Account Fire Truck/Major Repairs/Equipment.    Recommendations: Selectmen: Passage              Budget Committee- Passage   Article 23 passed as written.     Article 24. To see what sum of money the Town will vote to raise and appropriate for the Dedicated Account of Detecting & Abating Sewer Infiltration. Recommendations: Selectmen: $5,000.00      Budget Committee- $0.00  Article 24 failed to pass.  Money was not appropriated.  Article 25.   To see what sum of money the Town will vote to raise and appropriate for the reconstruction of the Birmingham Road. Recommendations: Selectmen – $60,000.00 Budget Committee – $60,000.00  $40,000.00 from Taxation and $20,000.00 from the Randolph Revolving Loan Fund to be paid back to the RRLF over the next 2 years.     Article 24 passed Budget Committee recommendation of $60,000 /$40,000 from Taxation and $20,000 from the Randolph Revolving Loan Fund to be paid back to the RRLF over the next 2 years.  Article 26.  To see if the Town will vote to authorize the Board of Selectmen, on behalf of the Town, to join with other participating municipal and quasi-municipal employers in a Multiple Employer Welfare Arrangement for the provision of employee Income Protection Plan as authorized by 24-A M.R.S.A §6601 et seq., said Arrangement to be known as the “Maine Municipal Employees Health Trust”(Health Trust); and for that purpose and in consideration of the mutual covenants and agreements among participating employers, to authorize the Board of Selectmen to enter into a Participation Agreement on behalf of the Town and take whatever actions may be necessary.  The Authority granted herein shall continue until revoked.   Recommendations: Selectmen – Passage             Budget Committee – Passage   Article 26 passed as written.  Article 27.  To see what sum of money the Town will vote to raise and appropriate to fund the General Government Services.                     Recommendations:  Selectmen - Total $472,880.00     $113,880.00 from Taxation and $359,000.00 from General Fund                   Budget Committee -  Total $458,680.00    $99,680.00 from Taxation and $359,000.00 from General Fund      Article 27 passed Selectmen recommendation of $472.880.00.
