The fact that there is a social problem to address and that we'rehere to address it means only that Dean Sweet has not put his mind toit! It is my great pleasure to introduce the Dean of the Levin College,David Sweet.B. DEAN DAVID SWEETDean Smith, thank you. I also want to bring greetings from my col-leagues at the Maxine Goodman Levin College of Urban Affairs. It is ourCollege's commitment to engage in teaching, research and service pro-grams dedicated to the public service, and when one moves into the arenaof public service programming, one clearly must engage with the legalprofession because of our shared concerns in this area. That is why weare so pleased to be able to sponsor jointly with the law school both thisconference and the Law and Public Policy Program. It was indeed ourgood fortune that we were able to establish this program as one that hasinstructional, research, and public service objectives. As we structuredthe program, we sought to recruit an individual who bridged the areasof law, planning and public policy. We found that person in Alan Wein-stein, and I welcome him to our campus. Alan Weinstein came to Cleve-land State from the faculty of Touro Law School in New York. In additionto a law degree, he also has a degree in planning and policy analysis. So,along with welcoming you to this conference, I want to indicate that, inthe future, it will be our objective and Alan's responsibility, to plan otherinstructional, research, and public service programs related to criticalpublic policy issues confronting this community and, therefore, your sug-gestions and comments and critiques will be most welcome. It is a pleasureto welcome to the rostrum to initiate this first Conference of the Law andPublic Policy Program, Professor Alan Weinstein.C. I would like to move forward to our first speaker, RobertE. Eckardt, Senior Program Officer of the Cleveland Foundation. Bob,who has been with the Foundation for seven years, has a Masters inPublic Health from the University of Michigan and is currently pursuinghis Doctorate in Health Policy at the University of Michigan's School ofPublic Health.
