It is a cornerstone of 21st Century life. And, next generation universal wirelessbroadband services, known as 5G, is the ultimate. Broadly speaking, 5G is the 5thgeneration wireless broadband and has three key requirements: 1) very high speed, likegreater than 1 gigabit per second; 2) very low latency possibly in the range of singledigit milliseconds (for clarity’s sake, 1 ms. is about the duration of a strobe light ﬂash);3) ultra-reliable connectivity for sensor based device. Taken as a whole, this meansspeeds and densities of 1000 times faster than what is achievable today via wireless,at 100 times less delay, leading to the likely ubiquitous deployment of the Internet ofThings (IoT). But it won’t be easy.5G is expected to be based on a broad array of existing and future standards from theIEEE, IETF, 3GPP and other standards development organizations. Some carriers havescheduled it for launch in 2020, but some see it delayed beyond that. The earliestpre-standard deployments will likely be at the PyeongChang 2018 Winter Olympicsto be held in South KoreaCommunications companies from around the globe are working on 5G. One such entityis Verizon. It recently hosted Goldman Sachs analysts at its HQ in New Jersey. A GS noteindicated that part of the meeting involved a demonstration using one 800 MHz channelin the 28GHz spectrum supplied to an “apartment” of four ultra-high deﬁnition TVs, aWiFi router and three virtual reality headsets. The analyst note indicates that the widestchannel Verizon currently uses in its LTE network is 20 MHz, 40 times more narrow thanwhat was used in the demonstration.Smart CampusA new grant from UNH’s BROADBAND CENTER OF EXCELLENCE (BCoE) to aninterdisciplinary team of university researchers aims to showcase innovation inbroadband technology and data analytics. Hello,
You may not realize this, but we recently passed the 45th anniversary for the
first cell phone call and for the creation of ethernet. Both these developments
have had incredible impacts on our civilization and have led to the creation of
major industries. Telecom services have greatly advanced.
IEEE 802 LAN/WAN Standards Committee had a productive meeting in
Pittsburgh recently and my colleague Paul Nikolich, its Chairman and an IEEE
fellow, reports on recent forward-thinking activities of the committee regarding
wired and wireless automotive networking. 
Automotive Networking Standards work under way
The committee consists of more than 750 dedicated, hardworking volunteer
experts from all sectors of the data communications industry; components,
silicon, systems and service providers. Many of these same folks brought us
Ethernet and WiFi standards. with respect to automotive networking — in both
wired and wireless technologies. 
The 802.3 Ethernet Working Group has been working on the single twisted pair
wire multi-gigabit per second Automotive Ethernet project (aka P802.3ch) since
March 2017 and is roughly halfway through the project with an expected
completion date of July 2020. This work, coupled with the Time Sensitive
Networking efforts in the 802.1 Bridging Working Group, will be enablers in the
transition of legacy automotive networks to Ethernet in support of Advanced
Driver Assist Systems that may lead to ubiquitous, safe and reliable autonomous
vehicles. See LINK for up to date details and recent contributions to the project.
On the other end of the spectrum, a new initiative has begun in the 802.11
Wireless LAN Working Group (commonly known as WiFi) called the 802.11
WLAN Next Generation V2X Study Group. These volunteers are planning to
extend the work that was done in the 802.11p project designed for low latency
operation in the Dedicated Short-Range Communications (DSRC) frequency
band for use in the rapidly varying communication environments found in 
car-to-car and car-to-infrastructure applications. 
These applications include forward collision warning, emergency electronic brake
lights, blind spot warning and intersection collision warning, along with motorist
conveniences such as connecting their personal devices in and out of vehicles. 
The study group is considering the feasibility of enhancing throughput, better
efficiency, higher reliability and extending range. It is too early to tell for sure,
but given the amount of participation in this work, it almost surely will result in
the start of a new project in the November 2018 timeframe. See LINK for up to

Broadband Survey of Businesses in New Hampshire is Issued
BCoE helped fund a survey of New Hampshire businesses and broadband that
found broadband service is important for current and future businesses to drive
economic development. And as is often the case, there is some dissatisfaction
with broadband connectivity, pricing and reliability among small businesses, that
is those with 10 or fewer employees. These companies were in rural pockets, ran
their enterprises on slower service and chose their ISP on pricing vs. quality, the
study says. Others funding the survey, conducted by the University of New
Hampshire Survey Center, included the state’s Telecommunications Planning and
Advisory Committee at the NH Division of Economic Development, the NH
Broadband Mapping & Planning Program at UNH.

West Virginia University on the verge of rural power success
Researchers at West Virginia University are working on an experimental power
generator that could supply rural communities with a low-cost option for
continuous electrical supply. Led by Professor Pariz Famouri, professor, Lane
Department of Computer Science and Electrical Engineering, and Associate
Chair for Research & Graduate Studies — Benjamin M. Statler College of
Engineering and Mineral Resources, the prototype GENERATOR has one
moving part, can run for 10 years and uses a variety of fuels. The work was
reported in April by the Voice of America and is seen as a boon to extending
broadband service.
And please remember that BCoE continues in its belief that universally available,
low-cost broadband access enables improved quality of life.

Hello,
I am of two minds on broadband as we pass the mid-point of 2016. On the one
hand, I am greatly pleased with the federal courts upholding the view that
broadband is a needed utility. But on the other hand, I was somewhat disappointed
in the finding of a recent study showing that 2.2 billion people around the world,
who live in urban areas, lack adequate broadband service*.
All Bits are Sacred
The decision by the US Court of Appeals for the D.C. Circuit was in a case brought
against the FCC questioning its rules that prohibit broadband companies from
delaying or in any way hindering the deliver speeds of Internet content. The court
in a 2-1 ruling upheld the FCC contention that broadband is as essential a service as
phone and electricity and should be available to all AMERICANS.
Those FCC rules, created by the Federal Communications Commission in early
2015, were contested by cable, telecom and wireless Internet providers. But
millions of consumers and giant tech firms supported the rules.

REPORT prepared for the Wireless Broadband Alliance focused on the broadband
unconnected population in 18 large cities as well as each of their related

I have beenfocused on these activities, particularly as they occur in Washington, D.C. Thisedition of the newsletter provides a non-biased assessment of the pros and consof the net neutrality rules put in place by the previous administration with theintent of establishing a baseline for analysis of new rules that will soon be uponus. We also continue to focus on broadband globally with another in a series ofreports on IEEE activities by my colleague Paul Nikolich, and a roundup of someother interesting broadband goings on around the globe.Restoring Internet Freedom and Net Neutrality:BackgroundThe FCC under Ajit Pai has recently initiated a process called RESTORINGINTERNET FREEDOM as a means of replacing the 2015 Open Internet Order, or“Net Neutrality”.The 2015 Open Internet Order transformed wireline and wireless Internet ServiceProviders (ISPs) into “Common Carriers” by reclassifying the Internet as a “TitleII Common Carrier Service” which moved ISPs into a regulatory regime alreadyin place for landline and mobile telephone services. The FCC reasoned thatusing Title II rules applicable to broadband Internet services would betterprotect them from reversal in court with their belief that Title II, in place forthe mobile wireless industry for many years, had not stiﬂed innovation norinvestment in that market.Net Neutrality asserts that all ISP-managed access to the Internet be equal,non-discriminatory, unhindered and at equal cost. So, traﬃc from all legalsources transported across the Internet must be treated the same. ISP’s are,however, allowed to manage their networks suﬃciently to provide a positiveconsumer experience, for example during periods of congestion, with therequirement that within a network or traﬃc type all data must be treatedequally. Additional rules cover protections for people with disabilities, consumerprivacy and advocacy and FCC monitoring and enforcement.IntroductionThis matrix by BCoE reviews the rules from the perspectives of the pros andcons to consumers, ISPs, and content creator/providers. Though these rulesare in the process of being repealed and replaced by the current politicaladministration, BCoE feels it is important to establish a baseline from whichthe new rules be measured.There is much discussion, political rhetoric, opinion and confusion as to whetherthe 2015 rules are good or bad. BCoE believes that there are multiple legitimateviewpoints. Over 2,500 academics andcommunications industry professionals attended the conference to hear aboutthe latest developments in a wide range of topics such as 5G and beyond 5G,Internet of Everything, Smart Grid, Software Deﬁned Networks and GreenCommunications.I participated in a workshop speciﬁcally directed at advancing an IEEE authored“Road Map” for 5G and beyond. My focus was to lead a dialog with industry andacademics on the emerging needs for the standards that are necessary torealize the vision of 5G and beyond technologies, components, equipment,services ands.We are in the early stages of preparing the Road Map, but it is clear thecontributions of the participants in organizations such as the IEEE 802LAN/MAN Standards Committee, IETF and 3GPP will all be essential to the longterm continued growth in communications capabilities to deliver more eﬃcientuse of spectrum, more capacity, higher degrees of network ﬂexibility, securityand privacy, lower latency and, ﬁnally, higher availability.These standards will enable the creation of a communications infrastructure thatwill not only allow you to watch ultra-high deﬁnition virtual and augmentedreality videos on your next generation smart phones, but also will enablevehicular networking, autonomous systems operations and industrialautomation. The Road Map will take several years to develop, but should beof value for at least the next decade.International Broadband Items of InterestSeveral interesting items appeared in the past few weeks regarding internet useand broadband expansion, or lack thereof. In India, for instance, a recent NewYork Times ARTICLE depicts the hard road ahead for expanding internet use inmany rural areas. And another ITEM about Australia, also in the Times,recounted how the country messed up its $36B eﬀort to deploy a ﬁber opticbroadband service by retaining the copper last mile.Final ThoughtsIn a very short time, the Internet has changed our civilization positively andnegatively. I believe it is important to realize that network neutrality or whateverset of regulations (or none) that countries put on the Internet will be aninﬂuencing agent on billions of us. Therefore it is our duty as active membersof the Internet community to collaborate on these regulations in order toguarantee a safe, powerful and innovative Internet for future generations toenjoy and from which they may prosper. Hello,
It is safe to say that that this Q2 of 2017 has been one of the more interesting
periods of time in the broadband Internet space in our world. I have been
focused on these activities, particularly as they occur in Washington, D.C. This
edition of the newsletter provides a non-biased assessment of the pros and cons
of the net neutrality rules put in place by the previous administration with the
intent of establishing a baseline for analysis of new rules that will soon be upon
us. We also continue to focus on broadband globally with another in a series of
reports on IEEE activities by my colleague Paul Nikolich, and a roundup of some
other interesting broadband goings on around the globe.
Restoring Internet Freedom and Net Neutrality:
Background
The FCC under Ajit Pai has recently initiated a process called RESTORING
INTERNET FREEDOM as a means of replacing the 2015 Open Internet Order, or
“Net Neutrality”.
The 2015 Open Internet Order transformed wireline and wireless Internet Service
Providers (ISPs) into “Common Carriers” by reclassifying the Internet as a “Title
II Common Carrier Service” which moved ISPs into a regulatory regime already
in place for landline and mobile telephone services. The FCC reasoned that
using Title II rules applicable to broadband Internet services would better
protect them from reversal in court with their belief that Title II, in place for
the mobile wireless industry for many years, had not stifled innovation nor
investment in that market.
Net Neutrality asserts that all ISP-managed access to the Internet be equal,
non-discriminatory, unhindered and at equal cost. So, traffic from all legal
sources transported across the Internet must be treated the same. ISP’s are,
however, allowed to manage their networks sufficiently to provide a positive
consumer experience, for example during periods of congestion, with the
requirement that within a network or traffic type all data must be treated
equally. Additional rules cover protections for people with disabilities, consumer
privacy and advocacy and FCC monitoring and enforcement.
Introduction
This matrix by BCoE reviews the rules from the perspectives of the pros and
cons to consumers, ISPs, and content creator/providers. Though these rules
are in the process of being repealed and replaced by the current political
administration, BCoE feels it is important to establish a baseline from which
the new rules be measured.
There is much discussion, political rhetoric, opinion and confusion as to whether
the 2015 rules are good or bad. BCoE believes that there are multiple legitimate
viewpoints. For instance, does one believe in government control or industry
self-policing, are you an ISP or content provider, is the Internet a public
commodity or a corporate entity, should the ISP or the content provider or both
bear the cost of sufficient network capacity for a positive user experience.

News about IEEE standards activities by Paul Nikolich follows.
The IEEE Communications Society recently held its 2017 International
Conference on Communications in Paris, France. Over 2,500 academics and
communications industry professionals attended the conference to hear about
the latest developments in a wide range of topics such as 5G and beyond 5G,
Internet of Everything, Smart Grid, Software Defined Networks and Green
Communications.
I participated in a workshop specifically directed at advancing an IEEE authored
“Road Map” for 5G and beyond. My focus was to lead a dialog with industry and
academics on the emerging needs for the standards that are necessary to
realize the vision of 5G and beyond technologies, components, equipment,
services ands.
We are in the early stages of preparing the Road Map, but it is clear the
contributions of the participants in organizations such as the IEEE 802
LAN/MAN Standards Committee, IETF and 3GPP will all be essential to the long
term continued growth in communications capabilities to deliver more efficient
use of spectrum, more capacity, higher degrees of network flexibility, security
and privacy, lower latency and, finally, higher availability.
These standards will enable the creation of a communications infrastructure that
will not only allow you to watch ultra-high definition virtual and augmented
reality videos on your next generation smart phones, but also will enable
vehicular networking, autonomous systems operations and industrial
automation. The Road Map will take several years to develop, but should be
of value for at least the next decade.
International Broadband Items of Interest
Several interesting items appeared in the past few weeks regarding internet use
and broadband expansion, or lack thereof. In India, for instance, a recent New
York Times ARTICLE depicts the hard road ahead for expanding internet use in
many rural areas. And another ITEM about Australia, also in the Times,
recounted how the country messed up its $36B effort to deploy a fiber optic
broadband service by retaining the copper last mile.
Final Thoughts
In a very short time, the Internet has changed our civilization positively and
negatively. I believe it is important to realize that network neutrality or whatever
set of regulations (or none) that countries put on the Internet will be an
influencing agent on billions of us. Therefore it is our duty as active members
of the Internet community to collaborate on these regulations in order to
guarantee a safe, powerful and innovative Internet for future generations to
enjoy and from which they may prosper. UNH BCoE is seeking your active
participation in this dialogue in the form of feedback and active engagement.

I delivered the KEYNOTE ADDRESS to the 50th Cable TV Pioneers Dinner in Boston and
my request of them was to join me at BCoE in funding research and innovation to enable
us to connect the millions of Americans with affordable, universal broadband service.
Cable operators have built tremendous broadband networks and now could greatly
benefit our country by continuing their service to ensure all Americans enjoy the
commercial and social benefits of broadband.
Onward to BroadbandWireless Via 5G Technology
Having affordable broadband service these days is as important as accessing any other
utility. It is a cornerstone of 21st Century life. And, next generation universal wireless
broadband services, known as 5G, is the ultimate. Broadly speaking, 5G is the 5th
generation wireless broadband and has three key requirements: 1) very high speed, like
greater than 1 gigabit per second; 2) very low latency possibly in the range of single
digit milliseconds (for clarity’s sake, 1 ms. is about the duration of a strobe light flash);
3) ultra-reliable connectivity for sensor based device. Taken as a whole, this means
speeds and densities of 1000 times faster than what is achievable today via wireless,
at 100 times less delay, leading to the likely ubiquitous deployment of the Internet of
Things (IoT). But it won’t be easy.
5G is expected to be based on a broad array of existing and future standards from the
IEEE, IETF, 3GPP and other standards development organizations. Some carriers have
scheduled it for launch in 2020, but some see it delayed beyond that. The earliest
pre-standard deployments will likely be at the PyeongChang 2018 Winter Olympics
to be held in South Korea
Communications companies from around the globe are working on 5G. One such entity
is Verizon. It recently hosted Goldman Sachs analysts at its HQ in New Jersey. A GS note
indicated that part of the meeting involved a demonstration using one 800 MHz channel
in the 28GHz spectrum supplied to an “apartment” of four ultra-high definition TVs, a
WiFi router and three virtual reality headsets. The analyst note indicates that the widest
channel Verizon currently uses in its LTE network is 20 MHz, 40 times more narrow than
what was used in the demonstration.
Smart Campus
A new grant from UNH’s BROADBAND CENTER OF EXCELLENCE (BCoE) to an
interdisciplinary team of university researchers aims to showcase innovation in
broadband technology and data analytics. Tapping a $1 MILLION GRANT FROM THE
YAS FOUNDATION, the BCoE requested proposals from UNH researchers in the area of
“smart communities,” to propose use of extensive sensor data to inform and improve a
wide range of city functions and phenomena, from traffic to air pollution to streetlights.
