Hello,
Spring is upon us and we at BCoE are announcing a second set of awards to
UNH researchers who are putting broadband to use in what we consider very
productive efforts. This has become an annual event; information about the two
sets of awards is provided below.
Water Quality Monitoring
This year we awarded a $100K grant to devise, test and implement a smart-
senor -based wireless broadband network to conduct water quality monitoring
of lakes, streams, rivers and other surface water bodies.
The one-year effort will begin with testing in Durham, and then implementation
of a fully functional network at the Mine Falls dam and canal system in Nashua. If
successful, UNH intends to pursue commercial applications. In addition to UNH
personnel Dr. Gopal Mulukutla, Michael Routhier and Dr. Wilfred Wollheim, the
project is supported by Nashua’s waterways manager Dr. Madeleine Mineau.
My colleague Dr. Jan Nisbet, the senior vice provost for research at UNH, said
that she hopes this project leads to easily deployed and low-cost methods for
detecting water quality problems around the world. I think that would be a
tremendous contribution from our university and from BCoE.
The Internet of Things (IoT)-based water quality work benefits from low cost
sensors and the advance of wireless broadband technology, replacing the
hardware and manual maintenance and monitoring that have been used
traditionally in this type of effort.
The research team said they are able to pursue this effort by using relatively
inexpensive hardware assembled from off-the-shelf components to isolate the
timing and location of pollution sources. Test sites will be in Durham are College
Brook and Chesley Brook, both of which are in the Oyster River watershed.
The Nashua work will focus on finding the root cause of stagnant conditions
being observed in the pond and canal system that are near Mine Falls, a city
owned hydropower station. And, the Nashua River above the Mine Falls station
also will be tested because the river has been deemed impaired by the state for
chloride pollution. The test results will be shared widely and are anticipated to
be part of an upcoming state regulatory process regarding license renewal for
Mine Falls to continue operating.
Also, BCoE is providing a grant to a UNH project which seeks to create massive
long-range sensor networks to sample magnetic fields in the Arctic that may be
affected by solar wind driven charged particles. The effort is anticipated to
result in a proposal to the National Science Foundation in November to build the
sensor network.

Smart Transportation
We have recently received an update from Professor Nicholas Kirsch on the
BCoE funded project “Smart Transportation Systems at the University of New
Hampshire and Durham, NH”. The goal of this interesting project is to create
positive impact on a community by improving real-time awareness of parking
and decreasing traffic congestion caused by pedestrians all while researching
novel methods to encourage the use of alternative forms of transportation.
Nick and his team envision a future where transportation is considered
holistically in terms of modes and resources rather than just a need to find a
parking spot. However to realize this vision a wealth of real-time information
from multiple sources must be obtained, necessitating the development of
broadband connected sensing platforms that measure parking availability and
pedestrian flux. The data collected is analyzed in real-time to create resource
usage models and predictive tools. To be useful, novel ways of presenting the
information to end users is being researched as part of the effort.

ITU says 3.9 billion people will still be oﬄine at the end ofthis year, but ITU also notes that there’s been an approximate 10% growth in the number ofInternet users over 2015, to 3.5B from 3.2B. Here’s one data point I found interesting: ITUprice research found that a monthly ﬁxed broadband package cost 1.7% of average incomein developed countries; 31% of average income in developing countries; and 64% ofaverage income in Africa. Wow! There’s a lot more in the 106-page report.BCoE RFPWe issued our second RFP in late September. It seeks to award up to $100K on projectsthat address socio-economic beneﬁts of Smart Sensors, particularly those that can beneﬁta rural or disadvantaged community or address a major societal concern.IEEEAs for news from the IEEE 802 LAN/MAN Standards Committee, you may have seenreports that the Internet of Things (IoT) market sector is growing at a signiﬁcant pace.In fact, some of the stakeholders in that market have come to the IEEE 802 LAN/MANStandards Committee to add a new feature to the 802.11 Wireless LAN standard to enablethe growth of that market — it's called “Wake Up Radio” (WUR). A draft WUR projectrequest was prepared at the September 2016 IEEE 802.11 Working Group Interim Sessionin Warsaw, Poland. A group of about 40 individuals from about a dozen companies metto put the ﬁnishing touches on the draft project request. This proposed project will addtechnology to the 802.11 Wireless LAN Standard which will specify the addition of a verylow power companion radio that will always be in listen mode. When a specialized 'wake-up packet' is sent from an access point, the wake up radio will detect it, then notify theprimary connectivity radio to come out of sleep mode.This functionality will consume very little power — less than one milliwatt — to satisfy theneed for low power devices that only have to be network connected for brief, infrequentperiods of time — like battery operated devices in IoT use cases such as ﬁtness trackers,healthcare monitoring devices, smart home devices, industrial sensors, devices measuringnatural phenomenon and wearables. A typical active 802.11 receiver consumes hundredsof milliwatts and is always on — that's too much for the battery powered IoT applications.Furthermore these IoT applications are growing at a tremendous rate. As speciﬁed by theWUR group in their proposal: "… worldwide shipments of wearable devices are expectedto reach 110 million by the end of 2016 with 38.2% growth over the previous year.According to the International Data Corporation (IDC) Worldwide Quarterly WearableDevice Tracker LINK, an expanding lineup of vendors combined with fast-growingconsumer awareness and demand will generate double-digit growth throughout the2015–2020 forecast period, culminating in shipments of 237.1 million wearable devicesin 2020." Whowould have thought back then — 25 years ago — that more than 2 billion would now bedeployed around the world. The technology has progressed and costs have gone down butthe need for ever increasing communication speeds continues unabated. Applications andservices are becoming more bandwidth intensive and I foresee this trend continuing farinto the future.That is one reason that BCoE, which I lead, has released an RFP in the area of SmartCommunities. We are focusing on proposals that use broadband technology throughinnovative apps and systems to improve quality of life, lead to economic gain andeducation/service delivery. We are particularly interested in proposals that would lead tolarger funding opportunities announced by the Obama administration. See LinkBut I get ahead of myself. I want you to know that this newsletter is the first of what willbe a monthly communication. Each will cover topics that we at the Broadband Center ofExcellence are following, working on, or just interested in as it pertains to broadbandglobally. Included in our quick overviews will be links to additional information that wethink is relevant and informative, in case you want to dig deeper. Our goal is to provide youwith an easy way to stay current on evolving topics in broadband, without taking a lot ofyour time.My friend Paul Nikolich, who is chair of the IEEE 802 group, has been doing quite a bit oftravelling lately, and just returned from one of his interim meetings in Macau. Paul indicatesthat there is interesting work going on in the 802.3 and 802.11 working groups targetinghigher throughput extensions to the existing standards, in excess of 20 Gbps. As chair of802 for many years, Paul provides BCoE much insight into evolving standards and the stateof broadband technologies in general.One area of broadband technology BCoE is exploring is TV White Space. In 2014 weworked with the UNH Electrical Engineering department to deploy a small-scale trialsurrounding the campus. Though the equipment used was 1st generation and proprietary,it showed promise of using the freed up TV spectrum as a means of providing robustbroadband services to disadvantaged areas.Through Paul and other sources, we also are following the evolution and rollout of 5G.Verizon is one carrier that is being aggressive in getting this technology to market,perhaps as early as 2017. Speeds 30 to 50 times faster than 4G are being discussed,and as history tells us more speed means innovative and possibly disruptive servicesand applications that will quickly appear to take advantage.And, don’t forget the FCC. It issued its annual broadband progress report in late Januaryshowing that the unserved and underserved number of Americans continues to get lower,although at a slow rate. And, the Commission is seriously considering methods ofsubsidizing broadband for low income families.Finally, we are hosting at UNH a seminar on April 18 about future, cloud-based networks,with a Comcast senior vice president and myself as speakers. On the one hand, more people areon broadband networks, ITU says. But then again billions more are not. Thereare a variety of reasons oﬀered in the report, but that’s a lot of people oﬀ thenet. Obviously more work needs to be done to broaden the reach of thisimportant utility.Separately, I was quite pleased with the progress of work we are funding tocreate an economically feasible way to gain high resolution broadband basednetworks to monitor water quality. And then there is the ongoing work by theIEEE 802 committees, as reported by my colleague Paul Nikolich.IEEE 802.1 Bridging and ArchitectureWorking Group;Time Sensitive Networking,by Paul Nikolich, Chairman of IEEE 802 LAN/MAN Standards CommitteeOn the IEEE 802 standards front, about 55 participants in the IEEE 802LAN/MAN Standards Committee 802.1 Bridging and Architecture WorkingGroup gathered in St. John’s, Newfoundland, at an interim meeting session1 inearly September to work on a very important area for application in real-timecontrol systems such as industrial automation and autonomous vehicles andfor distribution of real-time ﬂows such as audio and video.Users of these applications want to have readily available IEEE 802 packetnetworking technology due to its ubiquity, familiarity, multi-vendorinteroperability and low cost; however conventional packet networks suﬀer fromunpredictable end-to-end delays that prevent them from being used in real-timecontrol networks. The 802.1 Time Sensitive Networking Task Group has beenworking on a set of enhancements. Generally, their work is divided into fourmajor functional areas: (1) Timing and Sync, (2) Ultra Reliability, (3) BoundedLow Latency and (4) Dedicated Resource Reservations.The work initially was responding to professional audio and video applicationsin 2005, but has since grown to include progressively the more stringent time-sensitive applications mentioned earlier; industrial and automotive. Thestandards and draft standards specify a path through a bridged 802 packetnetwork that ensures time is distributed accurately with high precision byallocating, controlling and reserving network resources to the high prioritytime sensitive traﬃc.Mechanisms to attain these results include frame preemption, enhancedscheduling, physical layer time-stamping, per stream ﬁltering and policing,traﬃc shaping, synchronized cyclic enqueuing and queue draining.For those that would like to dive into the details, please see LINK. All-in-all thisis an exciting area for IEEE 802 and continues to receive tremendous supportfrom the participants and their sponsors. IEEE 802 Working Groups typically meet six times a year; January, May, September in interim session meetings andMarch, July and November in plenary session meetings.Broadband Catalyzing Sustainable DevelopmentThe ITU report on the State of Broadband 2017, released last month, continuesto portray improvements in the deployment and usage of broadband with thelargest increases in wireless broadband, not surprisingly.Produced by the Broadband Commission for Sustainable Development, thisyear’s paper states that there were an estimated 3.58B total internet users in2017, up from 3.39B in ‘16, with only 979M of them being ﬁxed broadband users.“Mobile networks have brought voice and Internet services to billions of peoplearound the globe over the last 25 years, and the technology is now accessible tonearly 50% of the world’s population. However, more than 50 percent of theworld’s population still does not have Internet access,” the report states.As for policy recommendations, the report urges countries “review and updateregulatory frameworks”, “develop and enhance” national plans, and “encourageinvestment” in infrastructure. The full report is available at the ITU SITE.Water Quality MonitoringThe UNH team working under a BCoE grant to implement a broadband-platformsensor network for water quality monitoring has created a unique sensor for thework, has settled on an Internet of Things network technology for collectingdata, and is investigating solutions on resolving the critical problem of intrusivelayers of ﬁlm building on the surfaces of — and impairing — measurementdevices and glass coverings. This according to an interim report from the teamdelivered to BCoE this month.In addition, the team is seeking to improve the spatial and temporal resolutionof sensor-based water quality monitoring systems. The team hopes to have itsmeasurement network in place by the end of 2017 at six sites in the Nashua-Durham area. If successful, this technology may be more broadly licensed byUNH. It feels like just yesterday when I was pioneering cable modem technology at LANcity. Who
would have thought back then — 25 years ago — that more than 2 billion would now be
deployed around the world. The technology has progressed and costs have gone down but
the need for ever increasing communication speeds continues unabated. Applications and
services are becoming more bandwidth intensive and I foresee this trend continuing far
into the future.
That is one reason that BCoE, which I lead, has released an RFP in the area of Smart
Communities. We are focusing on proposals that use broadband technology through
innovative apps and systems to improve quality of life, lead to economic gain and
education/service delivery. We are particularly interested in proposals that would lead to
larger funding opportunities announced by the Obama administration. See Link
But I get ahead of myself. I want you to know that this newsletter is the first of what will
be a monthly communication. Each will cover topics that we at the Broadband Center of
Excellence are following, working on, or just interested in as it pertains to broadband
globally. Included in our quick overviews will be links to additional information that we
think is relevant and informative, in case you want to dig deeper. Our goal is to provide you
with an easy way to stay current on evolving topics in broadband, without taking a lot of
your time.
My friend Paul Nikolich, who is chair of the IEEE 802 group, has been doing quite a bit of
travelling lately, and just returned from one of his interim meetings in Macau. Paul indicates
that there is interesting work going on in the 802.3 and 802.11 working groups targeting
higher throughput extensions to the existing standards, in excess of 20 Gbps. As chair of
802 for many years, Paul provides BCoE much insight into evolving standards and the state
of broadband technologies in general.
One area of broadband technology BCoE is exploring is TV White Space. In 2014 we
worked with the UNH Electrical Engineering department to deploy a small-scale trial
surrounding the campus. Though the equipment used was 1st generation and proprietary,
it showed promise of using the freed up TV spectrum as a means of providing robust
broadband services to disadvantaged areas.
Through Paul and other sources, we also are following the evolution and rollout of 5G.
Verizon is one carrier that is being aggressive in getting this technology to market,
perhaps as early as 2017. Speeds 30 to 50 times faster than 4G are being discussed,
and as history tells us more speed means innovative and possibly disruptive services
and applications that will quickly appear to take advantage.
And, don’t forget the FCC. It issued its annual broadband progress report in late January
showing that the unserved and underserved number of Americans continues to get lower,
although at a slow rate. And, the Commission is seriously considering methods of
subsidizing broadband for low income families.
Finally, we are hosting at UNH a seminar on April 18 about future, cloud-based networks,
with a Comcast senior vice president and myself as speakers. I hope you can join us.

Hello,
Our first quarter of 2017 has contained some twists and turns, some in politics
and others in industry, including within the broadband world. As we touched
upon in our February issue, connected cars remain a hot spot with Intel
announcing in mid-March a deal to spend $15B TO BUY a company called
Mobileye. We, on the other hand, turn our eyes to new topics this month.
Privacy and Security in a NetworkedWorld

Firstly, let me wish my good friend Rouzbeh a Happy Persian New Year 2017
(also known as Nowruz, the beginning of spring) which occurred at 6:29 AM
Eastern Daylight Time March 20, 2017.
Now, on to our topic of the month: Privacy and Security in a networked world. I
recently returned from the March IEEE 802 LAN/MAN Standards session held in
Vancouver, BC, Canada, where we had hundreds of data networking technology
experts from all over the globe meet to develop IEEE 802 networking standards.
Two important classes of the standards 802 develops are in the areas of security
and privacy. This work is primarily done in the higher layer 802.1
ARCHITECTURE WORKING GROUP, although some of the security work is also
done in the lower layer Working Groups such as 802.11 Wireless LANs to address
each group’s particular operating environment.
The 802.1 Working Group has a project under development, P802E,
which specifies a privacy threat model for IEEE 802 technologies and
recommendations on how to protect against privacy threats. The P802E is
concerned with the 802 network information (such as the Medium Access
Control [MAC] addresses contained in all 802 packets) that may be used to
identify a person, called Personally Identifiable Information (PII) and how an
individual may control exposure of their PII to a passive eavesdropper.
Typically the end user has no knowledge that the low layer 802 network he
relies on for access to his information can be used to identify where he is
physically located and, via pattern recognition, provide information about the
types of end points he may be connecting to, even if they are protected by the
many higher layers of secure communications via encryption and virtual private
network techniques. This is known as device fingerprinting. One of the
mitigation approaches to this intrusion is obfuscating the individual’s source
MAC address through randomization of the address and the times the changes
take place, while not disrupting the higher layer connections.
This helps to reduce the likelihood of association of an individual to the device
he is using for connection to the Internet, its location and the types of traffic
that are being accessed. More public information is available at the IEEE 802

This work parallels work done in the IETF: Privacy Considerations for INTERNET
PROTOCOLS. This document intends to provide guidance for considering
privacy in protocol design.
From an end user perspective, the bottom line is this — a persistent network
connection, especially a wireless one, comes with a significant risk to your
Personally Identifiable Information.
Congress Repeals Privacy Rules
Following on the heels of FCC Chairman Ajit Pai’s move to alter the broadband
privacy rules, the US Congress voted to OVERTURN the rules in late March. A
key point made by the Republicans was the rules were too much government
intrusion and they were unfair since ISPs like Verizon and Comcast were being
treated tougher than Google and Facebook. It’s expected President Trump will
sign the repeal measure.
And, the Pai-led FCC also is also taking aim at the network neutrality rules that
treat broadband as a 21st century utility, getting the attention of the NY Times
EDITORIAL BOARD. What is likely to follow on the heels of network neutrality’s
demise? Here’s a view from MIT TECHNOLOGY REVIEW.
Meanwhile, at the FCC…
There have been positive developments with the Broadcast Incentive Auction.
As you might remember the auction was established to repurpose valuable
"low-band" spectrum previously used for analog broadcast TV for wireless
broadband services, both licensed and un-licensed. The auction was comprised
of two separate but interdependent auctions called the reverse auction and the
forward auction, and is well described on the FCC SITE if you are interested in
the details. The conditions to meet the “final stage rules” were met on January
18, 2017 with the auction ultimately repurposing 84 MHz of spectrum, 70 MHz
for licensed use and 14 MHz for unlicensed use.
As of March 30th the assignment phase, during which winning bidders placed
additional bids to try and secure their desired placement in the spectrum, was
completed. This marks the completion of the final phase of the Broadcast
Incentive Auction, bringing in total proceeds of $19,768,437,378 of which a little
over 10 billion goes to the TV broadcasters. The FCC will soon make a public
announcement of the winning bidders for both auctions and those
broadcasters that will be reassigned to new channels (repacking). The
announcement will kick off a 39-month post-auction TRANSITION PERIOD on
which we will periodically report.
As my colleague Paul wished me earlier in the newsletter, I extend to you
thoughts for a great and peaceful Spring 2017.

Hello,
After reading the ITU report on the State of Broadband 2017 I have mixed
feelings about our global broadband usage. On the one hand, more people are
on broadband networks, ITU says. But then again billions more are not. There
are a variety of reasons offered in the report, but that’s a lot of people off the
net. Obviously more work needs to be done to broaden the reach of this
important utility.
Separately, I was quite pleased with the progress of work we are funding to
create an economically feasible way to gain high resolution broadband based
networks to monitor water quality. And then there is the ongoing work by the
IEEE 802 committees, as reported by my colleague Paul Nikolich.

On the IEEE 802 standards front, about 55 participants in the IEEE 802
LAN/MAN Standards Committee 802.1 Bridging and Architecture Working
Group gathered in St. John’s, Newfoundland, at an interim meeting session1 in
early September to work on a very important area for application in real-time
control systems such as industrial automation and autonomous vehicles and
for distribution of real-time flows such as audio and video.
Users of these applications want to have readily available IEEE 802 packet
networking technology due to its ubiquity, familiarity, multi-vendor
interoperability and low cost; however conventional packet networks suffer from
unpredictable end-to-end delays that prevent them from being used in real-time
control networks. The 802.1 Time Sensitive Networking Task Group has been
working on a set of enhancements. Generally, their work is divided into four
major functional areas: (1) Timing and Sync, (2) Ultra Reliability, (3) Bounded
Low Latency and (4) Dedicated Resource Reservations.
The work initially was responding to professional audio and video applications
in 2005, but has since grown to include progressively the more stringent time-
sensitive applications mentioned earlier; industrial and automotive. The
standards and draft standards specify a path through a bridged 802 packet
network that ensures time is distributed accurately with high precision by
allocating, controlling and reserving network resources to the high priority
time sensitive traffic.
Mechanisms to attain these results include frame preemption, enhanced
scheduling, physical layer time-stamping, per stream filtering and policing,
traffic shaping, synchronized cyclic enqueuing and queue draining.
For those that would like to dive into the details, please see LINK. All-in-all this
is an exciting area for IEEE 802 and continues to receive tremendous support
from the participants and their sponsors. These techniques will be commonplace
in short order.

Broadband Catalyzing Sustainable Development
The ITU report on the State of Broadband 2017, released last month, continues
to portray improvements in the deployment and usage of broadband with the
largest increases in wireless broadband, not surprisingly.
Produced by the Broadband Commission for Sustainable Development, this
year’s paper states that there were an estimated 3.58B total internet users in
2017, up from 3.39B in ‘16, with only 979M of them being fixed broadband users.
“Mobile networks have brought voice and Internet services to billions of people
around the globe over the last 25 years, and the technology is now accessible to
nearly 50% of the world’s population. However, more than 50 percent of the
world’s population still does not have Internet access,” the report states.
As for policy recommendations, the report urges countries “review and update
regulatory frameworks”, “develop and enhance” national plans, and “encourage
investment” in infrastructure. The full report is available at the ITU SITE.
Water Quality Monitoring
The UNH team working under a BCoE grant to implement a broadband-platform
sensor network for water quality monitoring has created a unique sensor for the
work, has settled on an Internet of Things network technology for collecting
data, and is investigating solutions on resolving the critical problem of intrusive
layers of film building on the surfaces of — and impairing — measurement
devices and glass coverings. This according to an interim report from the team
delivered to BCoE this month.
In addition, the team is seeking to improve the spatial and temporal resolution
of sensor-based water quality monitoring systems. The team hopes to have its
measurement network in place by the end of 2017 at six sites in the Nashua-
Durham area. If successful, this technology may be more broadly licensed by
UNH. The work is scheduled to conclude my mid-2018.
