Examples of the consequences of applying pressure to work quickly:There is considerable evidence that when deminers are obliged to work tooquickly, accidents result. Sometimes deminers compete between themselves, orfeel pressure to complete a task at the end of a working day. This behaviourshould be discouraged. Pressure to "perform" may also be imposed from abovewith field supervisors putting pressure on the deminers. This may include turninga blind-eye to breaches of operating procedures in order to gain the approval oftheir managers by clearing a lot of land in a short time.Risking accidents by hurrying does not only put the deminers at risk from missedmines/devices. It also puts the end users of the land at risk because it may notbe properly cleared. When they donot, they are usually involved in any investigation for an accident that occurredon a site for which they are responsible. They can influence its content in apositive way as long as they have the confidence and integrity to be honest.Generally, an investigation that blames the victim indicates an incompleteinvestigation that lacks objectivity. Whatever the Victim was doing, he wasequipped, trained and supervised by others. If he did the wrong thing, hisequipment, training and supervision also falls into question and causes for hisactions should be identified.An accident investigation is not a police investigation and should not beconcerned to find people who are "guilty" or deserve punishment. Thereports show that all avenues are explored in search of the truth, and the recordis shared. ENFORCING WORKING DISTANCESThe need to keep a safe distance between working deminers has always beenrecognised but there is a lot of argument about what a safe working distanceactually is. Working distances should be determined during a risk assessmentand can vary from site to site, or even between different parts of the same site.Imposing too great a working distance should be avoided because it can makesupervision and communication difficult and have a negative effect on site safetyand efficiency.Working distances should be determined in three categories:1. between working deminers;2. between deminers and supervisors;3. between persons conducting (or observing) a demolition and the demolitionsite.These distances will vary considerably. Generally the field supervisor must beallowed to approach within a few metres of a working deminer in order to ensurethat he/she is working appropriately. Generally, there is no need for anyone to beanywhere near the person conducting a demolition and distances may beextended considerably.When working distances are ignored, more than one deminer may be injured bya single anti-personnel blast mine. More than one deminer may be killed by afragmentation device.
