Legislative and Legal Aspects Related to the Plan of Undertaking Construction Works and the Importance of its Application

Abstract

Prior to the construction site establishment, the investor has an obligation to ensure the development of a construction work plan. Thus, in the preliminary design phase, he has an obligation to appoint a Coordinator I for safety at work, who is obliged to develop a construction work plan or to have it developed. The way of developing and applying the work plan in practice has been observed for the past three years. This has been done from the aspect of time required to implement a work plan into the project life cycle and of a plan quality as a necessary precondition for both the implementation of safety measures and for the better balanced contracting and organizing of construction works. In several cases the construction plan was submitted to the site simultaneously with the introduction of contractors to the work, or later, and the schedule was contained only in the form of experiential approximate evaluation. The purpose of this article is to make contribution to the professional development of construction plans and to the meaningful interpretation of regulations in terms of the actual need of the plan development at the design stage, allowing and assuring an adequate plan impact on the whole construction process
