Prof. Dr. Hrvoje Matijević of Geofoto Ltd, Zagreb.Dragan Divjak was born on January 15th 1977, in Našice. After attending “Davorin Trstenjak” Elementary School in Zagreb, he continued his education at the “V gimnazija” Mathematics High School in Zagreb, gradu-ating in 1995. He graduated from the Faculty of Geod-esy of the University of Zagreb in 2002. The year after, he enrolled in postgraduate studies at the same Fac-ulty. In 2003, he was employed by the State Geodet-ic Administration in the Department of Cartography and Topographic Databases and in 2007, he became Head of the Section for Topographic Databases. He held this position until 2008, when he moved to Geofoto Ltd. He works as a GIS-cartographer on the implementation of the Military Topographic Information System (VoGIS) for the Ministry of Defence of the Republic of Croatia. In 2011, he was promoted to Head of the Cartographic Department. In addition to VoGIS, he has participated in the following important projects: Implementation of the results of the CROTIS-GML project within the existing CROTIS 1.1. document (2009) and Specification for updating the Topographic Database and 1:25 000 Topographic Maps (2010) for the State Geodetic Administration. LAKI – Land Administration Knowledge Improvement for the Romanian National Agency for Cadastre and Land Registration (ANCPI), as key expert during studies and preparation of proposals for developing the reference topographic database (TOPRO5) and a plan, methodology and procedures to optimize exist-ing production line(s) for the preparation of digital and analogue map products (2010–2011), Developing AREC data model and standards for NSDI for the Macedonian Agency for Real Estate Cadastre (AREC), as key expert for assessing AREC data compliance with INSPIRE requirements (2011–2012).As coordinator of Geofoto activities, he is a partic-ipant in two European ICT Policy Support Programme projects (ICT PSP): BRISEIDE (BRIdging SErvices, In-formation and Data for Europe, 2010–2012) and i-Scope (interoperable Smart City services through an Open Platform for urban Ecosystems, 2011–2014). He is the author or co-author of several papers delivered at con-ferences in Croatia and abroad in the field of GIS and cartography and has participated in several national and international conferences. He is a member of the Croa-tian Chamber of Geodetic Engineers, the Working Group for Technical Standards of the Croatian NSDI and the Technical Committee 211 for geoinformation at the Cro-atian Standards Institute.His master's thesis consists of 155 A4 pages, a bib-liography containing 50 titles and 9 URLs, an abstract in Croatian and English, and a brief biography of the au-thor. Glossary of main terms.In the introduction, the author explains his motivation for writing and the working hypothesis. An overview of previous research is given, referring to common points of interest, such as the Croatian Official Topographic and Cartographic System (STOKIS) and the issue of updat-ing topographic data is described.The second chapter describes the STOKIS concept through its historical development, from the original con-cept until the present day. An overview of the develop-ment of STOKIS is given through an analysis of projects aimed at building and improving the topographic and car-tographic components of this system. Greater empha-sis is placed on the Croatian Topographic Information System (CROTIS) as the only functional component.What STOKIS should look like in practice is explained by describing the concept of VoGIS. VoGIS is a versa-tile spatial information system based on topographic and cartographic databases with different levels of detail.The fourth chapter describes the integration of CRO-TIS (i.e. Basic topographic database – BTDB) data in VoGIS. The adaptation of data from BTDB (as CRO-TIS implementation) to VoGIS is not an easy process. Hrvoje Matijević iz tvrtke Geofoto d.o.o. Povjerenstvo za obranu bilo je u istom sastavu.Dragan Divjak rođen je 15. siječ-nja 1977. u Našicama. Nakon završet-ka osnovne škole Davorin Trstenjak u Zagrebu upisuje prirodoslovno-matematičku, V Gimnaziju koju završava 1995. Na Geodetskom fakultetu Sveučilišta u Zagrebu diplomirao je 2002., nakon čega upisuje Poslijediplom-ski magistarski studij geodezije.Godine 2003. zaposlio se u Državnoj geodetskoj up-ravi u Odjelu kartografije i topografskih baza podataka, a 2007. postao je voditelj Odsjeka topografskih baza poda-taka. Na tom mjestu radio je do početka 2008. kada pre-lazi u Geofoto d.o.o. iz Zagreba gdje kao geoinformati-čar-kartograf radi na uspostavi vojnog topografskog in-formacijskog sustava (VoGIS) Ministarstva obrane RH. Od 2011. voditelj je Odjela kartografije u Geofotu d.o.o.Pored rada na VoGIS-u sudjelovao je i na sljedećim značajnijim projektima: Implementacija rezultata projekta CROTIS-GML u postojeći dokument CROTIS 1.1. U pregledu prethodnih istraživanja dan je osvrt na nekoliko radova koji imaju dodirne točke s te-mama ovoga rada, a to su službeni topografski i karto-grafski sustav Republike Hrvatske (STOKIS) i problema-tika ažuriranja topografskih podataka.U drugom poglavlju opisan je koncept STOKIS-a i prikazan je njegov povijesni razvoj od prvih ideja do da-nas. Pregled razvoja STOKIS-a dan je kroz analizu izve-denih projekata koji su za cilj imali izgradnju i unapređi-vanje topografske i kartografske komponente tog susta-va, a veći naglasak je stavljen na topografski informa-cijski sustav (CROTIS) kao jedinu, donekle funkcional-nu, komponentu.108KiG 2011, 16Doctors and Masters of Sciencesdocumentation, but also because of the differences be-tween the CROTIS model and the model implemented in the TTB. The difficulties encountered by the author during the implementation of mapping schemes are de-scribed for each step.Many of the difficulties encountered during implemen-tation of the process for BTDB data integration in VOGIS could be avoided if rules set by international standards or INSPIRE recommendations were followed properly. The way the International Standards Organization (ISO) approaches the modelling of geospatial data is present-ed through a description of the concepts and content of standards for Geoinformation 19109 – Rules for appli-cation schema, 19110 Geoinformation - Methodology for the data cataloguing and Geoinformation 19135 – Data product specification. A separate chapter presents some INSPIRE recommendations for achieving interoperability.The presentation of the proposed updating system begins by describing the concept of object life cycles. It is one of the INSPIRE recommendations for the temporal modelling of spatial data. Through the establishment of such a concept, a system can systematically track chang-es in physical space, thereby giving additional value to existing spatial data. As the concept of object life cycles that no longer exist, but rather a tool to enable chang-es in the physical world to be monitored, the sixth chap-ter outlines seven fundamental assumptions that need to be met. Some of the recommendations, such as set-ting updating priorities and establishing cooperation with NSDI subjects who have an interest in a specific spatial data set, are of an organizational nature. Therefore, they should be resolved before or during the first update cy-cle, to make the updating system more effective in sub-sequent cycles. Through the first cycle of updates, TTB could be easily set up in the new official map projection HTRS96/TM, the TTB model could be adapted to new users' requirements, and also meet requirements to en-able tracking changes in a given space. How this could be implemented is shown by the proposed updating sys-tem. The foundations for developing a modern system based on topographic databases, from which data for car-tographic databases can be created, which is the basic concept behind STOKIS, are given in applied solutions referred to in this work.The technical aspects of performing updating pro-cesses are presented in the sixth chapter. As a start-ing point for developing the proposed updating system, the existing processes of topographic data creation are taken in account. The proposed concept for updating, in which most of the usual data processing procedures are retained, is then described. U četvrtom poglavlju opisana je integracija podataka CROTIS-a (odnosno temeljne topografske baze – TTB kao njegove implementacije u prostornu bazu podataka) u VoGIS. Prilagođavanje podataka TTB-a VoGIS-u nije jed-nostavan postupak. Prvenstveno zbog nedostatka stan-dardizirane dokumentacije, ali i zbog razlika između mo-dela CROTIS-a i modela implementairanog u TTB, a po-teškoće na koje je autor nailazio prilikom implementacije sheme preslikavanja opisao je za svaki pojedini korak.Mnoge poteškoće koje se pojavljuju prilikom integra-cije podataka TTB-a u VoGIS mogu se izbjeći poštiva-njem pravila navedenih u međunarodnim normama, od-nosno primjenjujući preporuke INSPIRE-a. Način na koji međunarodna organizacija za standardizaciju (ISO) pri-stupa modeliranju geoprostornim podacima prikazan je u radu opisivanjem koncepata i sadržaja normi 19109 Ge-oinformacije – Pravila za aplikacijsku shemu, 19110 Ge-oinformacije – Metodologija za izradu kataloga podata-ka i 19135 Geoinformacije – Specifikacije podatkovnih proizvoda. U posebnom poglavlju navedene su i neke preporuke INSPIRE-a za postizanje interoperabilnosti.Prikaz predloženog sustava ažuriranja započinje opi-sivanjem koncepta životnog ciklusa objekata koji je je-dan od preporuka INSPIRE-a za vremenskim modelira-njem prostornih podataka jer je uspostavom takvog su-stava moguće sustavno pratiti promjene u prostoru, čime postojeći podaci dobivaju dodatnu vrijednost. Kako kon-cept životnog ciklusa objedinjuje i neke druge koncepte, kao što su verzioniranje i upravljanje jedinstvenim iden-tifikatorima objekata, svaki od tih koncepata je u radu detaljnije opisan.Da ažuriranje podataka TTB-a ne bi postalo samo pri-kupljanje novih podataka i brisanje podataka o objektima koji više ne postoje, već da bi bilo moguće pratiti promje-ne u prostoru u šestom poglavlju navedeno je sedam te-meljnih pretpostavki koje je potrebno ispuniti. Neke od tih preporuka, kao što su određivanje prioriteta ažurira-nja i uspostava suradnje sa subjektima NIPP-a koji ima-ju interes u pojedinim prostornim skupovima podataka, su organizacijske prirode i potrebno ih je riješiti prije ili za vrijeme ažuriranja kako bi sustav ažuriranja postao još učinkovitiji u drugom ciklusu. Kroz prvi ciklus ažurira-nja moguće bi bilo jednostavno uspostaviti TTB u novoj službenoj projekciji HTRS96/TM, prilagoditi model TTB-a novim zahtjevima korisnika, te ispuniti zahtjeve koji bi omogućili praćenje promjena u prostoru. Na koji način je to moguće realizirati prikazano je kroz predloženi su-stav ažuriranja. Temelji za uspostavu modernog sustava utemeljnoga na topografskim bazama podataka iz kojih se izrađuju podaci za kartografske baze podataka, što je osnovna ideja STOKIS-a, sadržani su u primjeni rje-šenja navedenih u ovome radu.Tehnički aspekti izvođenja ažuriranja prikazani su u nastavku šestog poglavlja. Kao polazišna točka razvija-nja predloženog sustava ažuriranja uzeti su u obzir po-stojeći procesi prikupljanja topografskih podataka. Zatim je opisan predloženi koncept ažuriranja kojim je zadržana većina ustaljenih procesa obrade podataka.
