WATER RESOURCE POLICY IMPLEMENTATION IN CEARÁ STATS: “CHANGE GOVERNMENT” TO CURRENT WATER CRISES

Abstract

The present manuscript armed understand the politic panorama of the water resource management in Ceará state, relative to institutional action, part of the current water management matrix organization. For this, we characterized the Water Resource Estate Politic (WREP) historic evolution, besides implementation of the hydraulic infrastructure, quantity and geographic grants distribution, relating temporal and spatially through Geographic Information System (GIS). The action to hydraulic control on state territory occur for a fundamental demand to increase modern productive activities. The different stages implementation to current WREP canned be organized for governs since 1991 to 2018. We showed that in agreement with grants distribution, irrigated agriculture and industrial activities are concentrated in areas of the territory most benefited for hydraulic infrastructure
