Mexican public administration’s archives are immersed in a bureaucracy whose functioning depends on the following of norms, rules and procedures, in addition to the concept of rationality in the employee. In this context, if the responsible of the archives, from his own set values, considers that “society must have an efficient access to public information” then it is necessary for the people involved to be aware of the three following premises: the moral value the institution assumes regarding the significance of the information as well as its use, the importance of organization in the archives and the characteristics in the psychological contract with the employee, primarily a value that as Mexicans distinguishes them: loyalty. It can be concluded that only by these means can one begin to think seriously about society’s equal access to public informatio
