Defesa: Curitiba, 30/03/2015Inclui referências : f. 101-109Resumo: Esta dissertação teve como objeto de estudo o vencimento inicial e final dos professores em três municípios da rede pública municipal paranaense, no período de 2006 a 2013. A remuneração docente vem impulsionando inúmeros debates na sociedade, visto que é um elemento que pode propiciar a valorização docente. Na busca por igualar as diferenças salariais nacionalmente, em 2008 foi instituído o Piso Salarial Profissional Nacional (PSPN) para os profissionais do magistério público da educação básica. O PSPN foi instituído por meio da Lei nº. 11. 738/2008, dado sua necessidade, um avanço na valorização do magistério. Por meio desta Lei foi estabelecido um piso nacional a ser pago aos profissionais do magistério, tendo reajustes anuais. O objetivo geral da pesquisa consistiu em analisar o vencimento inicial e final dos professores da rede pública municipal paranaense nas cidades de Cascavel, Maringá e Ponta Grossa. A justificativa para a escolha destes municípios deve-se ao fato de que são os mais populosos no estado do Paraná, podendo ter maiores recursos financeiros. Os objetivos específicos foram analisar os efeitos relativos à implantação da Lei nº. 11.738/2008 em três municípios no estado do Paraná; Investigar as diferenças no vencimento dos professores antes e depois da instituição do Piso Salarial Profissional Nacional (PSPN); Compreender como foi estabelecido o vencimento dos professores nos três municípios de grande porte paranaense; interpretar como é o vencimento inicial e final dos professores nas tabelas de vencimento; investigar a parcela de recursos do Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério (FUNDEF) e do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (FUNDEB) destinada ao pagamento dos profissionais do magistério nesses municípios; verificar se as alterações no vencimento inicial dos professores com magistério são proporcionais aos professores com graduação. Os procedimentos metodológicos consistiram na coleta e análise das tabelas de vencimento em cada município; revisão de literatura; leitura dos planos de carreira de cada município; coleta e análise das receitas destinadas e recebidas do FUNDEB e FUNDEF nos municípios. A análise dos dados revelam particularidades e semelhanças em cada município. Em 2008, o vencimento nos três municípios correspondia ao estabelecido na Lei 11.738. Além disso, os planos de carreira nestes municípios foram alterados, aumentando a amplitude da carreira. Palavras-chave: Política educacional. The teacher remuneration has stimulated much debate in the society, since it is an element that can settle the appreciation of teachers. In the match to alleviate the wage gap nationally, in 2008 the National Professional Wage (PSPN) was established for professionals who are working with basic education. The PSPN was established by Law no. 11. 738/2008, given their needs, a breakthrough in the appreciation of teaching. Through this law, a national bases was established to be paid to teaching professionals, with annual adjustments. The overall objective of the research was to analyze the initial and final salary of teachers in municipal network of Parana in the cities of Cascavel, Maringa and Ponta Grossa. The reason for choosing these municipalities was due to the fact that they are the most populous in the state of Paraná, and may have greater financial resources. The specific objectives were to analyze the effects on the implementation of Law. 11,738 / 2008 in three municipalities in the state of Paraná; To investigate the differences in salaries of teachers before and after the establishment of the National Professional Wage Bases (PSPN); Understanding how the salaries of teachers was established in three municipalities of largest parts of Paraná; Interpret how the initial and final salary of the teachers is on the salary charts; Investigate the distribution of resources from the Primary Education Development and Maintenance Funds and the Appreciation of Education Professionals (FUNDEF) and the Development and Maintenance of Basic Education Funds and Appreciation of Education Professionals (FUNDEB) for the payment of teachers in these municipalities; to check the changes in the starting salary of teachers with training in secondary level are proportional to teachers with a degree. The methodological procedures consisted of the collection and analysis of salary charts in each municipality; literature review; reading of the career plans of each municipality; .collection and analysis of revenues paid and received from FUNDEB and FUNDEF in the municipalities. Data analysis reveals peculiarities and similarities in each municipality. In 2008, maturing in three municipalities corresponded to the provisions of Law 11,738.
