Yet with the sudden death of Alexander in 323 B.C. his empire was divided among his generals. Ptolemy son of Lagos was able to become king of Egypt and set up his own dynasty in the country. Under the early Ptolemies, Alexandria soon developed to serve multiple other functions: capital of Egypt and an important seat of learning. The relationship between the king and the city turned around these aspects of its life.    From the very beginning, Alexandria appeared to have possessed the regular organization of a Greek city-state: its own citizenship and citizen-body, magistrate, council, legal code and law courts. Yet, being at the same time, capital of the country and seat of residence of the King and his administration, necessarily complicated matters and mitigated much of the independence of the city-state. For example, it was the prerogative of the King to legislate for the city and to grant its citizenship to non citizens whom the King wished to favour (P. Hal. 1, 3rd century B.C.). These rights continued to be the privilege of Roman Emperors (Pliny Jr., Letters X. 7). Whereas this very situation enhanced the city's commercial activities as a great harbour. We may recall in this respect that Ptolemy I supplied the harbour with the magnificent lighthouse that was counted among the Seven Wonders of the ancient world. Thus it rapidly became the centre of international trade and navigation and as such it grew to be a large cosmopolitan city of more than half a million inhabitants, an unusual size in ancient times, of course, not all were citizens. Even after the fall of the Ptolemaic dynasty early under Roman rule, Strabo, late in the 1st century B.C. described Alexandria as " the greatest emporium in the inhabited world" (Strabo,17. 1.13).    Furthermore, Alexandrian citizenship carried certain privileges especially as regards taxation. Under the Ptolemies, the citizens of Alexandria constituted a privileged class and Alexandria was the polis par excellence. On certain occasions they received privileged treatment as in the land reclamation scheme at-tempted by Ptolemy VIII, when Alexandrians were granted three years extra at reduced taxes, more than the rest of the country (P. Teb. 5,118 B.C.).    Under the Romans, Alexandrians were exempt from the poll-tax which Augustus imposed upon all other inhabitants at various rates (P.S.I. 1160 = Misrule 1; and Acta Isidori = Musurillo 4.). On the other hand in order to mitigate their political aspirations, Augustus appears to have abolished the Council of Alexandria (El Abbadi, BSAA.45, 1993, 1-6). This resulted in resentment and a protracted tension between the city and the succeeding Emperors, Alexandrian citizenship also became a necessary step for an Egyp-tian to become a Roman citizen (Pliny Jr. Letters X 6-7). Since Alexandrians were among the big land-owners in the country, they were usually classified together with the Romans under one heading in tax lists, Romaioi and Alexandreis.    But when Caracalla in A.D. 212, granted Roman citizenships to all free inhabitants of the Empire, Alexandrian citizenship suffered degradation and its citizens no longer enjoyed any advantages, since all local metropoleis became cities and their inhabitants Roman citizens. In theory all were equal, but in prac-83Mostafa EL-ABBADItice the difference remained marked by the size of property of each individual.  In the field of culture and learning, Ptolemy I took the initial major step to render Alexandria the centre of the new cult of the God Sarapis - instead of Memphis- as the divine guardian of his new dynasty. This certainly added a spiritual aura to the city; but by far more significant were the measures undertaken by Ptolemy I and his successors to render Alexandria, the renowned capital of culture and learning, by foun-ding the Mouseion (a research centre) and the first universal library in history,84王と皇帝と都市アレクサンドリアム ス タ フ ァ ー ●ア ツ ノく一 デ イ ーアレキサンドリア大学紀 元 前331年 ア レクサ ン ドロス 大 王 が 建 設 した都 市 ア レ クサ ン ドリ ア は,当 初,エ ジ プ トの新 しい港 とな る都 市 国家 ニ ギ リ シ ャ的 な意 味 での ポ リスー と して構 想 され てい た 。 しか し前323年 の ア レクサ ン ドロ スの突 然 の死 に よ り,ア レ クサ ン ドロスの帝 国 は彼 の司 令 官 の問で 分割 され る。 ラ ゴスの子 プ トレマ イ オス は,エ ジ プ トの 王 とな り,そ の 地 に彼 自身 の王朝 をひ らいた。初 期 の プ トレマ イ オス朝 にお い て,ア レクサ ン ドリア は,エ ジ プ トの首 都,学 問 の拠点 な どの多 数の機 能 を もつ よ うにな った。王 と都 市 の 関係 は これ らの ア レクサ ン ドリアの側面 を中心 に展 開 した の だ。建設 当初 か ら,ア レクサ ン ドリアは,独 自の市 民権 と市民 母体,判 官,議i会,法 典,裁 判所 とい ったギ リシ ャ都 市 国家 の一 般 的 な組 織構 成 を もって い た。 その一 方,一 国の首 都 で あ り,王 と行 政機 構 の所 在 地で もあ る こ とが事態 を複 雑 に し,都 市 国家 と しての独 立性 は損 なわ れて い た。 た とえ ば,王 は,ア レクサ ン ドリアの法律 を制 定 した り,市 民 で は ない者 に市民 権 を与 えて取 り立 てる こ とがで きる とい う特権 を もって いた(P.Hal.1,3・dcenturyB.C.)。これ らの権 限 は ローマ 皇帝 の特権 と して受 け継 が れ る こ とにな る(PlinyJr.,LettersX.7)。 こ うい った状況 は他 方 で,偉大 な港 と して の ア レクサ ン ドリア の経 済 活 動 を活性 化 した。 ここで プ トレマ イオ スー世 が そ の港に,古 代 の7不 思議 と言 われ た堂 々た る灯 台 を設 置 した こ とが想 起 され よう。 ア レクサ ン ドリアは急 速 に国 際 貿易 と航海 の中心 とな り,市 民以 外 も含 める と古 代 と して は飛 び抜 けた 数 の50万人が 住 む巨大 国際都 市 と して成 長 した ので あ る。 ロー マ支配 に よるプ トレマ イ オス朝 の崩壊 後 の紀 元 前1世 紀 後期 にお い て もス トラ ボ ンは ア レクサ ン ドリア を評 して 「人世 界 最高 の エ ンポ リアム」 と述 べ た ので あ る(Strabo,17.1.13)。さ らに,ア レクサ ン ドリアの市民 は,特 に税 制 にお いて特 別待 遇 を享受 してい た。 プ トレマ イオス朝 にお い て ア レクサ ン ドリア市民 は特 権 階級 で あ り,ア レクサ ン ドリアは ま さに卓越 した ポリス だ った。 プ トレマ イオス8世 が試 み た土 地造 成 計画 の 際 ア レクサ ン ドリアの市 民 には 国内の他 の者 たち よ りも3年 長 く減税 が認 め られる な ど,い くつ かの状況 におい て市民 は優 遇 され た(P.Teb.5,118B.C.)oローマ人 の 支配 下 で ア レクサ ン ドリア市 民 は,ア ウグス トゥスが さま ざま な割 率 で課 した 人頭税 か ら免 除 されて い た(P.S.1.1160=Misrule1;andActaIsidori=Musurillo4.)。一 方 で彼 らの政 治 的願望 を抑 制 す る ため に,ア ウグス トゥス は ア レ クサ ン ドリア議 会 を廃止 させ た よ うで あ る(ElAbbadi,BSAA.45,1993,1-6)。これ は ア レクサ ン ドリアの市民 に反感 を買 い,都 市 とその後 の皇帝 たち との 関係 は長期 にわ たっ て緊張 に満 ち た もの となった。また ア レクサ ン ドリア市 民権 は,エ ジ プ ト人が ローマ 市民 にな るため の必要 な手段 で もあ った。 ア レクサ ン ドリア市民 は国内有 数の大 地 主 だ っ たた め,課 税 台 帳 で ロ ーマ市 民 とア レ クサ ン ドリア市 民 は 同 じ一 つの 項(RomaioiとAlexandreis)に 分 類 されて いた。85MostafaEレABBADIしか し,紀 元後212年 カラカラが帝国内の全ての 自由人にローマ市民権 を与 えると,ア レクサン ドリア市民権の地位 は低下する。他の地方都市全てが市 とな り,そ の住民がローマ市民 となったため,ア レクサ ン ドリア市民の特権が失われたのである。理論上皆平等であったが,実 際 には個人の所得の大 きさとい う形で差 は残 った。文化 と学問の分野 に関 して注 目されるのは,プ トレマイオス1世 がセ ラピスを新王朝の守護神として祀 り,メ ンフィスではな くア レクサ ン ドリアをセラ ピス信仰の中心地 とした ことである。これはアレクサ ン ドリアに精神 的なオーラを与 えた。 さらに重要なのは,プ トレマイオス1世 と彼の後継者 たちが,ア レクサ ンドリアを名高い文化 と学問の中心地 とす るための手段 として,ムーセイオ ン(研 究所)と 史上初 の大学図書館 を設立 した ことである。86
