Jonna JärveläinenAbstractThe purpose of this study is to contribute to the discourse about the usage of free/libre/open sourcesoftware (FLOSS) in technical cooperation projects. Technical cooperation projects aim to achieveinternational development goals through enhancing technology adoption in developing countries.Free/libre/open source software empowers the software user communities by giving the users afreedom to use, copy, modify and redistribute the software code. In other words, users of theFLOSS software can maintain and operationally control the technology they are using. Sinceparticipation and users ability to maintain the used technology are key issues in technicalcooperation, free/libre/open source software could play a significant role especially in thosetechnical cooperation projects, which involve software development.This study consists of a literature review and of a case study about the CoopWorks managementand member information system project. The CoopWorks project aims to enhance the capacities ofagricultural cooperatives in developing countries through development and dissemination of a low-cost management and member information system called CoopWorks. The CoopWorks project isorganized by Food and Agriculture Organization and other stakeholders.The main research question of the study is: How does the usage of free/libre/open sourcesoftware contribute to socioeconomic development in developing countries? The question isrelevant for the study since contributions to socioeconomic development are the main goals oftechnical cooperation projects. Shortly, as FLOSS development facilitates the participation of theusers it also inspires users to learn and innovate. Hence, the usage of free/libre/open source softwarelessens the dependency of developing countries on imported software products and contributes tolocal software industries. In addition, the FLOSS development model facilitates the development ofsoftware applications for the targeted needs of the users in developing countries.In addition to the positive impacts of FLOSS the study discusses also about the challenges andrisks involved in technical cooperation projects. For example, the impact of technical cooperationprojects on women and men need to be studied and especially vulnerable groups need to be takeninto account.Based on the CoopWorks case study it can be concluded that all the potentials free/libre/opensource software provides are not realized in the CoopWorks project. Teknisten kehitysyhteistyöprojektien päämääränä on saavuttaakansainväliset kehitystavoitteet edistämällä teknologioiden käyttöä kehitysmaissa. Vapaatohjelmistot voimauttavat käyttäjäyhteisönsä antamalla käyttäjille vapauden käyttää, kopioida,muokata ja levittää ohjelman kopioita. Toisin sanoen vapaiden ohjelmistojen käyttäjät voivatylläpitää ja kontrolloida käyttämäänsä teknologiaa. Koska käyttäjien osallistuminen ja mahdollisuusylläpitää käyttämäänsä teknologiaa ovat avainasioita teknisessä kehitysyhteistyössä, vapaatohjelmistot voivat olla tärkeässä roolissa etenkin niissä kehitysyhteistyöprojekteissa, jotka sisältävätohjelmistojen kehitystyötä.Tutkimus koostuu kirjallisuuskatsauksesta ja tapaustutkimuksesta, joka käsittelee CoopWorkshallinto- ja jäsentietojärjestelmän kehitysprojektia. CoopWorks -projektin päämääränä on edistääkehitysmaiden maatalousosuuskuntien toimintaa kehittämällä ja levittämällä edullista hallinto- jajäsentietojärjestelmää nimeltä CoopWorks. CoopWorks -projekti on organisoitu YK:n elintarvike-ja maatalousjärjestön ja muiden sidosryhmien toimesta.Tutkimuksen päätutkimuskysymys on: Kuinka vapaiden ohjelmistojen käyttö edistääsosioekonomista kehitystä kehitysmaissa? Kysymys on olennainen tälle tutkimukselle, silläsosioekonomisen kehityksen edistäminen on päätavoite teknisissä kehitysyhteistyöprojekteissa.Lyhyesti sanottuna vapaat ohjelmistot mahdollistavat käyttäjien osallistumisen ja inspiroivatkäyttäjiä oppimaan ja tekemään uudistuksia ohjelmistoihin. Näin ollen vapaiden ohjelmistojenkäyttö vähentää kehitysmaiden riippuvuutta maahan tuoduista ohjelmistoista ja edistää paikallistenohjelmistomarkkinoiden toimintaa. Lisäksi vapaiden ohjelmistojen kehitysmalli mahdollistaa sen,että voidaan tuottaa ohjelmistoja jotka vastaavat nimenomaan käyttäjien tarpeita kehitysmaissa.Vapaiden ohjelmistojen positiivisten vaikutusten lisäksi tutkimuksessa käsitellään teknistenkehitysyhteistyöprojektien haasteita ja riskejä. Muun muassa teknisten kehitysyhteistyöprojektienvaikutukset naisiin ja miehiin pitää tutkia ja etenkin haavoittuvaiset ryhmät on otettava huomioon.Tapaustutkimuksen perusteella voidaan sanoa, että kaikkia vapaiden ohjelmistojen tuomiamahdollisuuksia ei ole hyödynnetty CoopWorks -projektissa.
