UČINKOVITO PRUŽANJE USLUGA OD OPĆEG INTERESA – OD JAVNOG PREMA PRIVATNOM UPRAVLJANJU : završni rad

Abstract

Država u svom proračunu nema dovoljno sredstava za unapređenje javnih dobara i usluga te su joj potreba dodatna financijska sredstva. Sve veće javne potrebe i sve skuplji infrastrukturni projekti doveli su do toga da javna vlast uključi privatni sektor u razvoj infrastrukutre kako bi došlo do smanjenja javnih izdataka i porasta kvalitete usluge. Javno-privatno partnerstvo podrazumijeva suradnju tijela javne vlasti s privatnim sektorom, bilo na razini središnje ili lokalne zajednice, s ciljem da se zadovolji neka javna potreba. Osnovna je karakteristika JPP-a da javni i privatni nositelji projekta surađuju i dijele rizik radi ostvarenja zajedničkog interesa. Cilj suradnje je u tome da se sredstva i znanje privatnog sektora stave na raspolaganje javnom sektoru i da se time ostvari doprinos privatnog sektora infrastrukturnoj i uslužnoj ponudi javnog sektora. Modeli pružanja usluga od općeg interesa su: državne usluge, model javnog pružatelja, unutardržavni sporazumi, ugovori, franšize (ekskluzivne i višestruke), grantovi, vaučeri, slobodno tržište, volonterske usluge i samostalne osobne usluge. U RH primjenjuju se različiti modeli pružanja usluga od općeg interesa. Suradnja javnog i privatnog sektora različita je od modela do modela, od onih u kojem javni sektor samostalno djeluje u pružanju javne usluge, postupnim povećanjem uključenosti privatnog sektora do potpune privatizacije. Još većom primjenom javno-privatnog partnerstva u infrastrukturnim projektima ostavrila bi se korist za privatni i javni sektor, te cjelokupno gospodarstvo Hrvatske.The state in its budget does not have sufficient funds for the improvement of public goods and services as well as her need additional funds. The growing public needs and more expensive infrastructure projects have led to public authorities involve the private sector in development for Infrastructure in order to achieve the reduction of public expenditure and increase service quality. Public-private partnership (PPP) involves the cooperation of public authorities with the private sector, either at the central or the local community, in order to meet a public need. The basic characteristic of the PPP to the public and private stakeholders of the project work together and share the risk in order to achieve common interests. The aim of the cooperation is that the resources and expertise of the private sector, make available the public sector and to thereby realize the contribution of the private sector infrastructure and service offer of the public sector. Models of provision of services of general interest are: civil service, the model of public service, intra-state agreements, contracts, franchises (exclusive and multiple), grants, vouchers, free markets, volunteer services and independent personal services. The RH apply different models of providing services of general interest. Cooperation between public and private sector varies from model to model, from those in which the public sector operates independently in the provision of public services, gradually increasing the involvement of the private sector through privatization.
