Abstract

The text presents analysis of the criteria which must be met by a specific legal document so thatit may be classified to the collection of legal documents of local law. The article comprises a studyof selected cases.The deliberations enabled, among others, a conclusion that defining a particular document asa legal document of local law by the legislator does not determine all the legal provisions containedtherein to be universally binding. Such a situation constitutes a matter of concern from the point ofview of Article 87, Act 2 of the Constitution of the Republic of Poland, which clearly indicates thatlocal legislation constitutes the source of universally binding law.An attempt was also made to answer the question whether the principles and procedures forissuing legal documents determine classification of these documents as legal documents of local law.It has been shown that there is a lack of uniform rules and procedures for issuing legal documentsof local law, which results in the necessity to assess whether or not each particular document constitutesa legal document of local law
