Abstract

The main aim of the article is to justify the necessity of state intervention in the field of youth entrepreneurship and develop an intervention model. First of all, the article analyses theoretical works of the public politics which are aimed at explaining the interaction of entrepreneurship and economy growth and at answering the question as to why and how entrepreneurship should be supported. Then, basing on documents of the EU and national youth and occupation encouragement policy, the article discusses the problems and importance of youth entrepreneurship. At the end of the article two models are presented. The first model is a problem tree of insufficient youth entrepreneurship. It identifies factors and variables which may be influenced by developers and executors of the public policy. The second model is the state performed reconstruction of EU structural funds intervention logics, which demonstrates causality among measures, activities, objectives and results
