Fishing mortality isthus sustained and the regulation morethan likely leads to an increase indiscards, illegal landings, or both. Suchbehaviour is not the intention of themanager. Box 4, S-453 21 Lysekil, SwedenMethods: We analysed landings andVMS data (Fig. 1) from the Swedishdemersal fishing fleet active within theKattegat during 2005-2007 and theability of fishers to alter fishinggrounds in relation to cod quotas beingexhausted. To determine whether ashift in spatial distribution occurred,the spatial point patterns for theperiods before and after quotaexhaustion (Fig. 2) were analysed andcompared using the difference in the K-function, K(s) = λ-1 · E[No(s)], betweenthe two periods. Within the Swedishdemersal fishery, the otter trawl fisheryusing >90mm mesh size has accountedfor more than 90% of the total landingsin the last five years.Results: Fishers seldom altered theirlocation when the quota for the maintarget species, cod, was closed. Onlyduring 2006 in the southern and centralfishing grounds and in 2005 centralfishing ground did the fleet alter theirspatial dispersal (Fig. 4).Fishers are an important component of a fishery and need to beincorporated into the construction of management policies andregulations. This study focuses on how catch controls impact onfishers’ spatial displacement.The spatial distribution of a fishery isbased on the fisher’s perception of thespatial distribution of fish and theregulations governing the fishery.Regulations such as Total AllowableCatches (TAC’s) and MinimumLandings Sizes (MLS’s) alter what afisher is allowed to land, thereforeresulting in a redistribution of fishingeffort among alternative fisheries orareas based on the fisher’s perceptionof where/ what is the best possiblecatch. The extent to which a fisher isable to change location will depend onthe fishers’ ability to change targetspecies and area, as well as theheterogeneity of the fishing grounds.Fig. 2.
