Los precedentes político normativos del campo de la salud mental. Colombia primera mitad del siglo XX

Abstract

Este texto se deriva del proyecto Salud mental y psiquiatría. Historia viva y líneas de tiempo, que pretende Reconstruir, sistematizar y hacer pública la historia de la atención psiquiátrica y del campo de la salud mental en Colombia durante los siglos XX y XXI. Una de las líneas de tiempo establecidas en el proyecto corresponde a los desarrollos políticos normativos, en tanto éstos reflejan a la vez que sitúan, las comprensiones oficiales en torno a la salud mental y a sus problemas, las versiones con las cuales se incluyen en la agenda pública, las soluciones que se plantean a los mismos y, por ende, la asignación de recursos e interés, mostrando una relación de reciprocidad con los marcos jurídicos al avalarlas o concederle exigibilidad a las políticas. En Colombia la primera política de salud mental data de 1998, sin embargo, durante todo el siglo XX es posible identificar orientaciones con ese carácter que, para las primeras cinco décadas, se inscriben en un enfoque higienista resultante del cambio fundamental en la salud pública, iniciado en las últimas décadas del siglo XIX, acerca del origen de las enfermedades, triunfando el paradigma microbiológico sobre el paradigma miasmático, dando lugar a debates, problemas y acciones novedosas para la salud pública y el Estado, especialmente las dirigidas a prevenir y controlar epidemias en el territorio nacional y evitar la difusión en un contexto internacional.This text is based on the project ¨Salud mental y psiquiatría. Historia viva y líneas de tiempo¨, which aims to recreate, systematize and make public the history of psychiatric care and the mental health field in Colombia during the 20th and 21st centuries. One of the timelines established in the project corresponds to normative developments, while showing at the same time the conventional understandings about mental health and its problems, the political versions included in the public agenda, the solutions that are posed to them and, therefore, the allocation of resources and interest, showing a relationship of reciprocity with legal frameworks when endorsing them or granting enforceability to policies. In Colombia, the first mental health policy dates from 1998, however, throughout the twentieth century it is possible to identify orientations with that characteristic, that for the first five decades were part of a hygienist approach resulting from the fundamental change in public health. This approach, initiated in the last decades of the nineteenth century, explained about the origin of diseases, making possible the triumphing of the microbiological paradigm over the miasmatic paradigm, giving rise to debates, problems and novel actions for public health and the State, especially those aimed at preventing and controlling epidemics in the national territory and avoid dissemination in an international context
