Undoubtedly, the justice integrates and groups the main edges of legitimacy of the modern political organization, such as the coexistence appeases, the institutional credibil ity and the levels of confidence and economic growth. On the contrary, the lack of an effective and complete justice, it is reflected or is translated principally in impunity or not decisive crimes and congestion or delay in the step of the processes. Esto, en últimas, genera una percepción negativa de la institucionalidad judicial por parte del ciudadano y una falta de acceso al sistema formal de resolución de conflicto
